甘肃三次产业增长的减贫效应研究

【摘要】：贫困是困扰人类的一大难题,世界各国的反贫困努力从未停止。改革开放近40年来,由于经济的持续高速增长,中国大规模减贫成效显著,贫困人口数量大幅减少,贫困深度也有所改善。然而,我国的减贫速度却在不断放缓,现已进入扶贫攻坚冲刺阶段。甘肃省是中国西部贫困问题最为严重的地区之一,限制贫困人口脱贫致富的根本问题——产业基础薄弱、发展滞后——仍未得到彻底解决,区域性贫困问题凸显,贫困人口的发展能力明显不足,扶贫工作任重而道远。首先,本文在现有研究的基础上,对三次产业增长的减贫机制进行了总结,阐述了三次产业间互动关系对贫困的影响机制,并结合各产业的特点分析了各产业增长通过何种机制影响贫困。其次,分析了甘肃省三次产业增长与农村贫困变化趋势,根据贫困状况对甘肃省12市(州)进行了区域分类,利用面板数据实证检验了三次产业增长的减贫效应,得出以下重要结论:三次产业增长有利于减少贫困,且减贫效应各不相同;农业具有最大的减贫效应,金融业的减贫效应次之,工业减贫效应不可忽视,牧业的减贫效应最小;在较为发达的一类地区,第一产业增长的减贫效应最大,第三产业次之,第二产业最小,而在较为落后的二类地区,第三产业增长的减贫效应最大,第一产业次之,第二产业最小。最后,根据实证分析结果,结合实际情况,对甘肃省产业扶贫政策的制定提出了一些值得参考的建议。
[Abstract]:Poverty is a difficult problem for mankind, and the anti-poverty efforts of various countries in the world have never stopped. In the past 40 years of reform and opening up, due to the sustained and rapid economic growth, China has achieved remarkable results in large-scale poverty reduction, and the number of poor people has decreased dramatically. The depth of poverty has also improved. However, the rate of poverty reduction in China is slowing down and has now entered the stage of poverty alleviation. Gansu Province is one of the regions with the most serious poverty problems in western China. The fundamental problem of restricting the poor from poverty and becoming rich is that the industrial foundation is weak, and the development lags behind has yet to be thoroughly solved. The regional poverty problem is highlighted, the development capacity of the poor population is obviously insufficient, and the work of helping the poor has a long way to go. First of all, Based on the existing research, this paper summarizes the poverty reduction mechanism of the three industries' growth, and expounds the influence mechanism of the three industries' interaction on poverty. Combined with the characteristics of various industries, this paper analyzes the mechanism through which the growth of each industry affects poverty. Secondly, it analyzes the three industrial growth and rural poverty trends in Gansu Province, and makes a regional classification of 12 cities (prefectures) in Gansu Province according to the poverty situation. Using panel data, the paper empirically tests the poverty reduction effect of the third industrial growth, and draws the following important conclusions: the third industrial growth is conducive to poverty reduction, and the effect of poverty reduction is different; agriculture has the largest poverty reduction effect. In the more developed regions, the poverty reduction effect of the primary industry growth is the largest, the third industry is the second, and the second industry is the least. However, in the second class of backward regions, the effect of poverty reduction in tertiary industry growth is the largest, the primary industry second and the secondary industry the least. Finally, according to the empirical analysis results, combined with the actual situation, Some suggestions are put forward for reference on the formulation of industrial poverty alleviation policy in Gansu province.
