区域与行业视角下高新技术产业技术创新效率及其影响因素分析

【摘要】:为了实现我国的强国之梦,做到可持续发展、增强国力,一定要实现技术进步、提升生产效率和优化资源配置,尤其是加强我国的自主创新能力,通过自主创新来促使科技的全面提升和更新换代,从而带来国家产业结构的调整和优化。我国幅员辽阔,不管是自然资源,还是各省市颁布、实施的政策措施以及在此基础上进行的产业投入,各地区和各行业的差距均在慢慢拉大,这些都导致产业发展水平差异显著,各省、市发展水平不均衡的现象越来越突出,为了解决这一问题,使区域经济协调发展,国家出台了许多相关方针政策。多年来从中央到地方均在区域经济协调、均衡发展方面面推出了许多关键性的举措,然而区域经济发展不平衡有其长期形成的过程和原因,特别是在自然资源和地理环境差异比较大的地区,因此区域经济发展的不均衡、不协调很难在短期内有根本上的改变。高新技术产业存在地区和行业的差异及对技术创新的需求,因此本文分别从区域视角、行业视角及两者对比的视角,通过对我国31个省、市、自治区的技术创新与产出数据进行研究,以从业人员平均人数、RD经费内部支出、RD经费外部支出、新产品销售收入、引进技术经费支出、消化吸收经费支出、技术改造经费支出、固定资产交付使用率为自变量,以利润总额为技术创新效率衡量标准,采用因子分析、多元回归方法,运用SPSS软件,从地区和行业两个角度,实证分析了这一变量的各个影响因素。运用数据获得的分析结果是:在地区这个层面,它的利润总额分别是受新产品销售收入、消化吸收经费支出、技术改造经费支出三个要素的影响;而在行业这个层面,它的利润总额是受从业人员平均人数、RD经费外部支出和消化吸收经费支出三个要素的影响。为了缩小地区和行业间的差异、提升地区和行业的高新技术产业创新效率,根据研究结果分析,本文给出了高新技术产业技术创新效率的提升策略。
[Abstract]:In order to realize our dream of becoming a powerful nation, to achieve sustainable development and enhance our national strength, we must realize technological progress, improve production efficiency and optimize the allocation of resources, especially to strengthen our independent innovation ability. Through independent innovation, we can promote the overall upgrading and upgrading of science and technology, thus bringing about the adjustment and optimization of the national industrial structure. China has a vast territory, whether it is natural resources or the promulgation of various provinces and cities. The policies and measures implemented and the industrial input carried out on this basis are slowly widening the gap between different regions and industries. These have led to significant differences in the level of industrial development, and the imbalance in the level of development of provinces and cities has become more and more prominent. In order to solve this problem and make the regional economy develop harmoniously, the state has issued many related principles and policies. Over the years, the central and local governments have launched many key initiatives in the area of regional economic coordination and balanced development. However, the imbalance of regional economic development has its long-term process and causes, especially in areas with large differences in natural resources and geographical environment, so the regional economic development is not balanced. It is very difficult to change fundamentally in the short term. There are regional and industry differences in high-tech industries and the demand for technological innovation. Therefore, this paper respectively from the regional perspective, the industry perspective and the perspective of comparison between the two, through the 31 provinces in China, The technological innovation and output data of the cities and autonomous regions are studied, so that the average number of employees will increase the internal expenditure of R D expenditure, the external expenditure of R D funds, the revenue from the sale of new products, the introduction of technical expenditure expenditure, and the absorption of expenditure expenditure, The expenditure of technical transformation expenditure, the utilization rate of fixed assets delivery as independent variable, the total profit as the measure of technological innovation efficiency, factor analysis, multivariate regression method and SPSS software, from the two angles of region and industry, Empirical analysis of the various factors affecting this variable. The results obtained by using the data are as follows: at the regional level, its total profits are derived from the sales revenue of new products and the absorption of expenditure. The impact of three factors on the expenditure for technological transformation; and at the industry level, Its total profit is influenced by three factors: the average number of employees and the external expenditure of Rd expenditure and the absorption expenditure. In order to reduce the regional and industry differences and improve the innovation efficiency of high-tech industries in the regions and industries, According to the analysis of the research results, this paper gives the strategy of improving the technological innovation efficiency of high-tech industry.
