【摘要】：随着全球经济的发展以及我国经济的快速发展,我国各区域间产业结构趋同的现象日益明显,区域林业产业结构也面临着同样的问题。实践证明,凡是能够较好地选择和发展优势产业的区域,就会形成区域独特的经济优势和竞争优势,例如山东寿光蔬菜产业、福建安溪茶产业、云南丽江旅游产业等。区域林业经济的发展,也需要充分结合区域的森林资源优势,发挥林业优势产业带动作用,综合发挥林业的生态效益、经济效益和社会效益。为了充分发挥吉林省森林资源优势,加快吉林省林业产业结构调整与优化、改变林业产业结构单一化、趋同化现象,选择和发展吉林省林业优势产业,提高林业产业竞争力,无论从理论上还是实践上来说,都具有重要意义。论文在地域分工理论、竞争优势理论以及林业发展相关理论的指导下,阐明当前吉林省林业及林业产业发展现状,在此基础上,综合区域优势产业选择的评价指标体系和方法,对吉林省林业产业的比较优势、专业化程度、竞争优势等方面进行分析。首先通过区位商和集中系数初步选定8个林业优势产业；然后从产业经济效益、就业吸纳能力、产业区域特性、产业生态环境影响、产业发展持续性等方面出发,运用AHP法对以上8个备选产业进行优先发展排序,选择出能够发挥吉林省区域林业比较优势的基础性及重点林业优势产业；之后基于各产业产值情况,结合灰色GM(1,1)预测模型对3个重点发展的林业优势产业进行发展趋势预测,并绘制发展趋势图,并从全省不同区域生态建设和林业发展的不同侧重点出发,针对林业优势产业发展进行初步布局。之后,对吉林省林业优势产业发展的有利条件以及制约因素进行定性分析。最后论文对各林业优势产业的发展提出针对性对策建议；并从政策制度、林业融资、技术创新、社会化服务等方面,提出林业优势产业发展的保障措施,为推动吉林省林业产业发展、转型,充分结合吉林省林业资源优势,全面合理地开发森林资源,发挥林业优势产业带动作用,综合发挥林业的生态、经济和社会效益,促进吉林省生态环境改善和林业的可持续发展提供参考依据。
[Abstract]:With the development of the global economy and the rapid development of China's economy, the convergence of industrial structure among different regions in China is becoming increasingly obvious, and the regional forestry industrial structure is also facing the same problems.It has been proved by practice that all regions that can select and develop superior industries will form regional unique economic advantages and competitive advantages, such as Shandong Shouguang vegetable industry, Fujian Anxi tea industry, Yunnan Lijiang tourism industry and so on.With the development of regional forestry economy, it is also necessary to combine the advantages of regional forest resources, give full play to the leading role of forestry advantage industries, and give full play to the ecological, economic and social benefits of forestry.In order to give full play to the advantages of forest resources in Jilin Province, speed up the adjustment and optimization of forestry industry structure in Jilin Province, change the single structure of forestry industry, converge the phenomenon of assimilation, select and develop the dominant forestry industry of Jilin Province, and improve the competitiveness of forestry industry.Both in theory and in practice, are of great significance.Under the guidance of regional division of labor theory, competitive advantage theory and forestry development theory, this paper clarifies the present situation of forestry and forestry industry development in Jilin Province, and on this basis, synthesizes the evaluation index system and method of regional advantage industry selection.The comparative advantage, specialization and competitive advantage of forestry industry in Jilin Province are analyzed.First of all, through location quotient and concentration coefficient, 8 forestry superior industries are preliminarily selected, and then from the aspects of industrial economic benefit, employment absorption ability, industrial regional characteristics, industrial ecological environment impact, industry development sustainability and so on,The AHP method is used to prioritize the development of the above eight alternative industries, and the basic and key forestry advantage industries that can give play to the comparative advantages of regional forestry in Jilin Province are selected, and then based on the output value of each industry.The development trend of three key forestry dominant industries was forecasted with the grey GMGM1 / 1) forecasting model, and the development trend map was drawn, and the different emphases of ecological construction and forestry development in different regions of the province were discussed.In view of forestry superiority industry development carries on the preliminary layout.After that, the advantageous conditions and restrictive factors of forestry advantage industry development in Jilin Province are qualitatively analyzed.Finally, the paper puts forward countermeasures and suggestions for the development of forestry superior industries, and puts forward the safeguard measures for the development of forestry advantage industries from the aspects of policy system, forestry financing, technological innovation, social services, etc.In order to promote the development and transformation of forestry industry in Jilin Province, fully combine the advantages of forestry resources in Jilin Province, develop forest resources in an all-round and reasonable way, give play to the leading role of forestry superior industries, and give full play to the ecological, economic and social benefits of forestry.To promote the improvement of ecological environment and the sustainable development of forestry in Jilin Province.
