宣汉县中药材产业扶贫效果评价研究

【摘要】：贫困是一个备受关注的世界性难题,关系到社会的稳定。改革开放以来,我国的农村扶贫工作已经取得了显著的成果,但是我国贫困人口分布广泛,各个地区经济社会发展水平各不相同,资源条件有所差异,贫困原因各不相同,必须认识到当前我国的扶贫开发工作任务依然十分艰巨。《中共中央国务院关于打赢脱贫攻坚战的决定》提出确保到2020年农村贫困人口实现脱贫,把精准扶贫、精准脱贫作为基本方略,要利用资源优势发展特色产业脱贫,在特困地区推行产业扶贫。产业扶贫的效果关系到扶贫事业的成败。宣汉县是国家扶贫开发工作重点县,属于连片特困地区,位于西部地区,同时也是革命老区,少数名族地区,具有一定的代表性,目前宣汉县正在开展中药材产业扶贫,研究宣汉县中药材产业扶贫效果对扶贫开展具有指导意义,可以验证和丰富前人的研究,同时为政府制定相关的扶贫政策提供理论依据和参考。本文选取宣汉县为研究对象,对宣汉县中药材产业扶贫效果进行研究。首先分析宣汉县中药材产业扶贫的现状。其次,分析了宣汉县中药材产业扶贫的动力,然后设计相应的指标,构建Logistic回归模型评价中药材产业扶贫的效果。接着在此基础上,分析宣汉县中药材产业扶贫存在的问题及原因。最后,提出了相应的政策建议。本文的主要结论有:(1)宣汉县中药材产业扶贫对农户起到了一定的作用,对农户收入变化、农户就业机会变化、农户创收能力变化都有一定的积极影响。户主文化程度、是否为贫困户、合作关系是否紧密、对中药材产业减贫效果的预期、获得政府补贴多少、政府对发展中药材产业的宣传力度、化肥和农药投入、耕地数量对农户收入增加有显著影响。其他的变量对农户收入增加没有显著影响,龙头企业给农户收入带来了积极的影响,但是龙头企业实力还不强,需要加大对龙头企业的扶持力度。户主文化程度、户主是否完全务农、合作企业是否是省级龙头企业、参加培训的次数、培训的效果对农户就业机会变化有显著影响,其他变量对农户就业机会变化没有显著影响,中药材产业扶贫对农户就业机会增加有一定的积极影响,起到了一定的作用,但是还是存在不足,农户与龙头企业之间的合作还需要加强,龙头企业的实力不足,需要加大对龙头企业的扶持,同时加强对农户的培训,提高农户的技能。户主是否完全务农、户主是否为贫困户、与企业合作关系是否紧密、培训的效果对农户创收能力变化有显著影响,其他变量对农户创收能力变化没有显著影响。宣汉县中药材产业扶贫对农户创收能力增强有一定的积极影响,起到了一定的作用,但是,也存在不足,龙头企业的实力还不够强,需要加大对龙头企业的扶持,加强农户与企业的合作,重视对农户的培训,提高农户的技能。(2)宣汉县中药材产业扶贫存在的问题主要包括:中药材产业扶贫的龙头企业带动力弱、中药材产业扶贫的农民经济合作组织作用乏力、利益联接机制偏离扶贫目标、扶贫政策执行与当地实际出现偏差、中药材产业扶贫相关的条件不完善。宣汉县中药材产业扶贫存在问题的原因主要有:自然条件恶劣、农民文化素质低、农村劳动力转移过度、龙头企业实力不强、相关的制度不完善和科技研发与推广人才缺乏等。本文提出了以下几条对策建议:培育和扶持龙头企业;加快发展农民经济合作组织;健全产业扶贫利益联接机制;重视扶贫队伍建设;完善中药材产业扶贫相关的配套条件;强化中药材产业扶贫农业技术的推广。
[Abstract]:Poverty is a worldwide problem of concern, which is related to social stability. Since the reform and opening up, China's rural poverty alleviation work has made remarkable achievements, but the poverty population in our country is widely distributed, the economic and social development level in each region is different, the resources are different, the causes of poverty are different, it must be recognized. At present, the task of poverty alleviation and development in China is still very arduous. "The decision of the Central Committee of the Central Committee of the Communist Party of China on winning the fight against poverty, making sure that the poverty-stricken population in rural areas can achieve the poverty alleviation by 2020, the precision poverty alleviation, the accurate poverty reduction as the basic strategy, the special color industry should be used to develop the poverty alleviation in the special industry and the poverty alleviation in the poor areas." The effect of the industrial poverty alleviation is related to the success or failure of the poverty alleviation. Xuanhan county is the key county of the national poverty alleviation and development work, which belongs to the western region, and is also a revolutionary old area, a few ethnic areas, with certain representation. At present, Xuanhan county is carrying out the poverty alleviation of the traditional Chinese medicine industry and studying the Anti-poverty Effect of the Chinese medicinal materials industry in Xuanhan county. It has a guiding significance to the poverty alleviation, which can verify and enrich the previous research, and provide the theoretical basis and reference for the government to formulate relevant Poverty Alleviation Policies. In this paper, Xuanhan county is selected as the research object to study the effect of poverty alleviation in the Chinese medicinal materials industry in Xuanhan County. First, the status of poverty alleviation in the Chinese medicinal materials industry in Xuanhan county is analyzed. Secondly, the analysis of the status of the poverty alleviation in the Chinese medicinal materials industry is analyzed. The motive force of the poverty alleviation of the Chinese medicinal materials industry in Xuanhan County, and then design the corresponding index, construct the Logistic regression model to evaluate the effect of the poverty alleviation in the traditional Chinese medicine industry. On the basis of this, the problems and reasons of the poverty alleviation in Xuanhan county are analyzed. Finally, the corresponding policy suggestions are put forward. The main conclusions of this paper are as follows: (1) Xuanhan County traditional medicine The poverty alleviation of the timber industry has played a certain role in the farmers. It has a certain positive impact on the change of farmers' income, the change of employment opportunities and the change of the income generating capacity of the farmers. Whether the household owner has a cultural degree, is it a close relationship between the poor and the poor, the expectation of the effect of reducing the poverty in the Chinese medicine industry and the government subsidy for the development of the Chinese Medicine The promotion of timber industry, chemical fertilizer and pesticide investment, the number of cultivated land has a significant impact on the increase of farmers' income. Other variables have no significant impact on the increase of farmers' income, leading enterprises have a positive impact on the income of farmers, but the strength of the leading enterprises is not strong, and the support for the leading enterprises should be strengthened. Whether the head of the household is full of agriculture, whether the cooperative enterprise is the provincial leading enterprise, the number of training, the effect of training has a significant impact on the change of employment opportunities for farmers, other variables have no significant influence on the change of employment opportunities for farmers, and the help of the Chinese medicinal materials industry has certain positive effects on the increase of employment opportunities for farmers. However, there are still shortcomings, but the cooperation between the farmers and the leading enterprises needs to be strengthened, the strength of the leading enterprises is insufficient, the support for the leading enterprises should be increased, and the training of the farmers should be strengthened and the skills of the farmers are enhanced. Whether the owner of the household is full of agriculture, whether the household owner is the poor and the enterprise, is close to the enterprise, and the effect of training. The other variables have no significant influence on the change of farmers' income generating capacity, and the other variables have no significant influence on the change of farmers' income generating capacity. The poverty alleviation of the Chinese medicinal materials industry in Xuanhan county has a certain positive effect on the increase of farmers' income generating capacity. However, there are also shortcomings, the strength of the leading enterprises is not strong enough, and the support for the leading enterprises should be increased. Holding, strengthening the cooperation between farmers and enterprises, paying more attention to the training of farmers and improving the skills of farmers. (2) the problems in the poverty alleviation of the Chinese medicinal materials industry in Xuanhan mainly include: the leading enterprises in the Chinese medicinal materials industry are weak in the poverty alleviation of the Chinese medicinal materials industry, the weak role of the peasant economic cooperation organizations in the poverty alleviation of the Chinese medicinal materials industry, the benefit connection mechanism deviating from the poverty alleviation target, and the poverty alleviation government. The problems related to the poverty alleviation of the Chinese medicinal materials industry in Xuanhan county are mainly due to the poor natural conditions, low cultural quality of the farmers, the excessive transfer of the rural labor force, the weak strength of the rural labor force, the imperfect system and the lack of scientific and technological research and development and popularization of talents. In this paper, the following suggestions are put forward: cultivating and supporting the leading enterprises; speeding up the development of the peasant economic cooperation organization; improving the benefit connection mechanism of the industrial poverty alleviation; paying attention to the construction of the poverty alleviation team; perfecting the related supporting conditions for the poverty alleviation of the Chinese medicinal materials industry; and strengthening the promotion of the agricultural technology for the poverty alleviation of the Chinese medicinal materials industry.
