【摘要】：传统一元经济模式下单一的种植农业已不能适应集约化生产的现代农业需求,而以农村舍饲肉牛为代表的草地农业在农村的发展大多是以直接产业投入和效益为研究内容,很少考虑中国农村行政诱导和干预对产业结构变化的影响,本论文即立意于此。一方面研究牛肉产业的发展得益于政府指导下的直接资金、人力等资源投入;另一方面,当肉牛产业发展到一定阶段,效费比接近稳定阈值后,就需要以行政管理、资金投入等政府手段来管理,发现新的增长级以实现产业的可持续发展。论文以研究区为例,定量研究了一个乡村行政资金投入对肉牛产业发展的案例,并从时间尺度上进行了统计比较分析,分析了行政资金投入在肉牛产业发展过程中发挥的作用和存有的一些现实问题,揭示了行政资金投入为代表的行政干预对肉牛产业发展的内在动力,并且提出了相对应的意见与建议,为相关研究提供有益的参考。论文通过研究得出以下主要结论:1、自2006年至2015年10年间研究区乡村行政管理资金投入有效地促进了肉牛产业的发展,增加了当地农民收入。2、单一的产业资金的直接投入在肉牛产业发展过程中,当发展到一定阶段,不能再提供持续的增长动力,需要在行政引导下寻找新的增长点。3、通过研究提出了改进总体行政管理方式和服务型机构定位等措施,提出促进研究区肉牛产业可持续发展的对策。总体上,政府行政管理资金的投入加大了个人产业投入,转变了肉牛产业模式,带动肉牛产业发展,同时增加了地区草地农业产值。研究结果为相关的农村新农业经济模式和农业资源管理研究提供了有益的参考。
[Abstract]:Under the traditional monolithic economic model, the single planting agriculture can no longer meet the needs of modern agriculture of intensive production. However, the development of grassland agriculture in rural areas, represented by rural-dwelling beef cattle, is mostly focused on the direct industrial input and benefit. Little consideration is given to the influence of administrative inducement and intervention on the change of industrial structure in China's rural areas. On the one hand, the development of the beef industry benefits from direct capital and human resources investment under the guidance of the government; on the other hand, when the beef industry develops to a certain stage and the efficiency / cost ratio approaches the stable threshold, it needs to be managed by administration. Fund investment and other government means to manage and discover new growth levels to achieve sustainable development of the industry. Taking the research area as an example, this paper quantitatively studies a case of the development of beef cattle industry by rural administrative capital investment, and makes a statistical comparative analysis on the time scale. This paper analyzes on the role of administrative capital investment in the development of beef cattle industry and some practical problems, and reveals the internal motive force of administrative intervention represented by administrative capital investment on beef cattle industry development. And put forward the corresponding opinions and suggestions for the relevant research to provide a useful reference. In this paper, the following main conclusions are drawn: from 2006 to 2015, the investment of rural administration funds in the research area has effectively promoted the development of beef cattle industry. Increased the income of local farmers. The direct investment of single industrial funds in the beef cattle industry development process, when the development to a certain stage, can no longer provide a sustained growth momentum, It is necessary to find a new growth point under the guidance of administration. Through the research, the author puts forward some measures to improve the overall administrative management mode and the orientation of service organization, and puts forward some countermeasures to promote the sustainable development of beef cattle industry in the research area. In general, the investment of the government administration funds has increased the individual industry investment, changed the beef cattle industry pattern, promoted the beef cattle industry development, and increased the regional grassland agricultural output value at the same time. The results provide a useful reference for the study of rural new agricultural economic model and agricultural resource management.
