基于产业视角的中国海洋经济研究

【摘要】：发展海洋经济是发达经济体的经验,也是我国适应和引领经济新常态的必然选择,以及实施“一路一带”这一“走出去、引进来”战略的具体措施。加强海洋经济产业研究具有重要的理论和现实意义,但直接基于产业视角对我国海洋经济特别是发展类型和生产效率的系统研究仍较少。本研究拟借鉴相关研究,从产业视角对海洋经济发展进行研究,具体是从海洋经济产业发展阶段、现状与趋势,我国海洋经济产业发展类型与特征,海洋经济产业生产效率及其影响因素等三方面展开,在此基础上,阐述和剖析我国海洋经济产业发展面临的现实问题,并提出有利于我国海洋经济发展的产业对策建议。本研究共分为八章。第一章为绪论。主要是提出问题和阐述研究思路:从海洋经济的战略新兴产业地位,以及现阶段我国经济发展现实和开放需要,提出加强海洋经济研究的必要性和意义;阐述了“提出-分析-解决”问题的研究思路。第二章为海洋经济特别是产业视角下有关海洋经济的文献综述,并进行了客观评述。第三章介绍和总结了典型海洋经济产业强国(美国、英国和日本)的发展状况和经验,并指出未来国际海洋经济发展趋势。第四章主要运用描述统计分析方法阐述我国海洋经济产业发展历程、现状和未来趋势。第五章为我国海洋经济产业发展类型分析,主要运用聚类分析方法。第六章运用Malmquist指数考察了我国海洋经济产业生产效率。第七章阐述和剖析了我国海洋经济产业发展面临的主要问题。第八章为研究结论和对策建议。本研究基本结论有四点。第一,国际经验表明,海洋经济产业在经济发展中的地位将不断提升,我国海洋经济产业的新兴战略产业地位将进一步得到加强和体现。第二,沿海省份海洋经济产业发展存在较大差异,各省域海洋经济产业可以分为高中低三大类型,广东、山东为高等水平区,中等水平类型包括辽宁、天津、江苏、浙江、上海、福建等六省域,河北、广西、海南等三省域为低水平类型。在海洋经济产值、海洋经济产业结构、海洋劳动生产率、主要海洋产业等方面具有各自的特征。第三,我国大多数沿海省域,海洋经济产业生产全要素生产率处于改进状态,海洋经济产业全要素生产率与海洋经济增长有密切关系。我国海洋经济全要素生产率改进的主要来源由技术进步向技术效率转换。人均海洋经济产业水平、资金可获得性、技术人员占比、经济开放性等对海洋经济产业有显著正向影响,海洋产业高级化对生产效率没有显著影响。第四,我国海洋经济产业发展主要面临着产业结构、空间布局、海洋资源生态保护、管理体制、科技支撑等五方面问题。基于研究结论,提出了优化产业结构、调整空间布局、加强海洋资源生态保护、完善管理体制和提升科技支撑等有利于我国海洋经济产业发展的对策建议。
[Abstract]:The development of marine economy is not only the experience of developed economy, but also the inevitable choice for our country to adapt and lead in the new normal state of economy, as well as the concrete measures to carry out the strategy of "Belt and Road". It is of great theoretical and practical significance to strengthen the research of marine economic industry, but the systematic research on marine economy, especially the types of development and production efficiency, based on the perspective of industry, is still few. This study is intended to study the development of marine economy from the perspective of industry, specifically from the stage, current situation and trend of the development of marine economic industry, as well as the types and characteristics of marine economic industry development in China. On the basis of this, the paper expounds and analyzes the practical problems facing the development of marine economic industry in China, and puts forward some industrial countermeasures and suggestions conducive to the development of marine economy in China. This study is divided into eight chapters. The first chapter is the introduction. The main contents are as follows: the necessity and significance of strengthening marine economic research are put forward from the position of strategic emerging industry of marine economy and the reality of our country's economic development and the need of opening up at present; This paper expounds the research ideas of "put forward-analyze-solve" problems. The second chapter is the literature review of marine economy, especially the industrial perspective. The third chapter introduces and summarizes the development situation and experience of typical marine economic industrial powers (United States, Britain and Japan), and points out the development trend of international marine economy in the future. The fourth chapter mainly uses the descriptive statistical analysis method to expound the development course, the present situation and the future trend of the marine economy industry of our country. The fifth chapter is the development type analysis of marine economic industry in China, mainly using cluster analysis method. The sixth chapter uses Malmquist index to investigate the efficiency of marine economy industry in China. The seventh chapter expounds and analyzes the main problems facing the development of marine economic industry in China. The eighth chapter is the research conclusion and the countermeasure suggestion. There are four basic conclusions in this study. First, international experience shows that the status of marine economic industry in economic development will continue to improve, and the new strategic industrial status of marine economic industry in China will be further strengthened and reflected. Second, there are great differences in the development of marine economic industries in coastal provinces. The marine economic industries in each province can be divided into three types: Guangdong and Shandong are high level areas, and middle level types include Liaoning, Tianjin, Jiangsu, Zhejiang, Shanghai, Fujian and other six provinces, Hebei, Guangxi, Hainan and other three provinces for low-level types. It has its own characteristics in the aspects of marine economic output value, marine economic industrial structure, marine labor productivity, main marine industry and so on. Third, in most coastal provinces of China, the total factor productivity of marine economic industry is in an improved state, and the total factor productivity of marine economic industry is closely related to the growth of marine economy. The main source of the improvement of total factor productivity of marine economy in China is from technological progress to technical efficiency. The level of marine economic industry per capita, the availability of funds, the proportion of technical personnel, and the economic openness have a significant positive impact on the marine economic industry, while the advanced marine industry has no significant effect on the production efficiency. Fourthly, the development of marine economic industry in China is faced with five problems, such as industrial structure, spatial distribution, ecological protection of marine resources, management system, and scientific and technological support. Based on the conclusion of the research, the paper puts forward some countermeasures and suggestions for the development of marine economic industry in China, such as optimizing the industrial structure, adjusting the spatial distribution, strengthening the ecological protection of marine resources, perfecting the management system and promoting the support of science and technology.
