青岛市海洋产业结构优化研究

【摘要】：随着国家海洋强国战略的制定和推进,海洋产业在我国经济发展中的地位越来越重要。青岛市作为山东半岛蓝色经济区的龙头城市,海洋产业发展历史悠久,海洋资源丰富,拥有得天独厚的发展条件,在全国海洋产业发展中居于领先地位。但是,近年来海洋经济发展面临着产业结构不合理、效益低、环境污染等问题,严重阻碍了海洋产业结构的战略升级。因此,调整优化海洋产业结构是青岛市海洋产业发展亟需解决的首要问题。在研究中,介绍了青岛市海洋产业发展的概况,对青岛市海洋产业发展资源、产业发展状况、产业结构等进行了描述性分析,对青岛市海洋产业有一个较为全面的认识。然后,遵循科学、合理的原则,选取合理的数量指标,构建起海洋产业结构评价指标体系。在此基础上,利用主成分分析法对青岛海洋产业进行定量化的评价,量化青岛市海洋产业结构,深入发掘影响其产业结构优化的因素和面临的不足。针对影响海洋产业结构优化的因素和存在的问题,制定出适合青岛市海洋产业结构优化的总体设计,从战略层、意识层、执行层三个层面展开。在战略层,提出产业结构优化的原则和目标,起到统揽全局的作用;在意识层,指明产业结构优化的方向;在执行层,利用偏离份额分析法首先对青岛市产业结构进行了科学分类,针对不同的产业类型分别提出了优化的方案。最后,为保障方案的顺利实施,针对影响产业结构的因素和问题,结合优化方案本身,针对性地提出未来青岛市海洋产业结构优化的保障性措施。
[Abstract]:With the formulation and promotion of the strategy of national marine power, the position of marine industry in China's economic development is becoming more and more important. As the leading city in the blue economic zone of Shandong Peninsula, Qingdao has a long history of marine industry development, rich in marine resources, with unique development conditions, and occupies a leading position in the development of national marine industry. However, in recent years, the development of marine economy is faced with unreasonable industrial structure, low efficiency, environmental pollution and other problems, which seriously hinder the strategic upgrading of marine industrial structure. Therefore, adjusting and optimizing the structure of marine industry is the most important problem for the development of Qingdao marine industry. In the study, the general situation of the development of the marine industry in Qingdao is introduced, and a descriptive analysis of the development resources, industrial development and industrial structure of the marine industry in Qingdao is carried out, and a more comprehensive understanding of the marine industry in Qingdao is also given. Then, follow the scientific and reasonable principle, select the reasonable quantity index, and construct the evaluation index system of marine industrial structure. On this basis, the principal component analysis method is used to quantitatively evaluate the marine industry in Qingdao, to quantify the marine industrial structure of Qingdao, and to explore the factors affecting the optimization of its industrial structure and the shortcomings it faces. In view of the factors affecting the optimization of marine industrial structure and the existing problems, the overall design suitable for the optimization of marine industrial structure in Qingdao is formulated, which is carried out from three levels: strategic layer, consciousness layer and executive layer. At the strategic level, the principles and objectives of industrial structure optimization are put forward, which play the role of dominating the overall situation; at the consciousness level, the direction of industrial structure optimization is indicated; and at the executive level, Firstly, the industrial structure of Qingdao is scientifically classified by using the method of deviation share analysis, and the optimized schemes are put forward for different industry types. Finally, in order to ensure the smooth implementation of the scheme, aiming at the factors and problems affecting the industrial structure, combined with the optimization scheme itself, the paper puts forward the safeguard measures for the optimization of the marine industrial structure in Qingdao in the future.
