河源市万绿生态旅游产业园环境保护规划研究

【摘要】：河源市是东江流域客家人的聚居中心,是广东省经济的重要支撑和优质生态环境基地,也是粤东北地区政治、经济、文化、科技贸易中心。近年来河源市以旅游业为主的新兴产业迅速发展,为当地的经济、生态与社会的可持续发展开创了新局面。本文以河源市万绿生态产业园规划为研究对象,从环境影响评价的角度,在充分分析环境现状的基础上,根据生态敏感区分布特点,识别规划实施过程中的环境影响因子,最后提出减缓生态环境影响的措施。研究结果表明:万绿生态旅游产业园旅游资源充足,区域生态、大气、水环境现状良好,各项指标满足规划年的目标值,具备充足的环境容量;根据环境敏感点分布,预测规划实施对生态环境、水环境、声环境及大气环境的影响,预测结果表明规划的实施会在一定程度上改变原有的生态环境,在水、大气、声环境上产生较小影响,保持生态产业园生态功能;在分析规划实施中可能带来环境风险的基础上,提出了施工期与运营期的风险防范措施,使环境风险在可控范围内;根据规划实施对环境的影响,提出规划调整建议及切实可行的资源节约与生态保护对策。在上述基础上,应重点关注以下针对性措施:严格控制新丰江水库水上项目准入、控制餐油烟和机动车尾气排放、降低机械设备噪声、使用太阳能设备减少能源消耗、保持水土与保护生物多样性。论文的研究成果,为生态旅游开发中的环境保护提供方法,也为今后更好地发展生态旅游环境管理奠定理论基础。
[Abstract]:Heyuan City is the settlement center of Hakka in Dongjiang River Basin, the important support of economy and the base of high quality ecological environment in Guangdong Province, as well as the political, economic, cultural, scientific and technological trade center of Northeast Guangdong. In recent years, the tourism industry in Heyuan has developed rapidly, which has opened up a new situation for the sustainable development of local economy, ecology and society. Based on the environmental impact assessment and the analysis of the current situation of the environment, according to the distribution characteristics of the ecological sensitive areas, this paper identifies the environmental impact factors in the implementation of the planning process, taking the planning of the Wangreen Ecological Industrial Park in Heyuan City as the research object, and based on the full analysis of the current situation of the environment. Finally, the measures to mitigate the impact of ecological environment are put forward. The results show that the tourism resources are sufficient, the regional ecology, atmosphere and water environment are good, the indexes meet the target value of the planning year, and have sufficient environmental capacity, according to the distribution of the sensitive points of the environment, the ecological tourism industry park has enough tourism resources, the regional ecology, the atmosphere and the water environment are good. The effect of planning implementation on ecological environment, water environment, sound environment and atmospheric environment is predicted. The results show that the implementation of the plan will change the original ecological environment to a certain extent and have a small impact on water, atmosphere and sound environment. Based on the analysis of the possible environmental risks in the implementation of the planning, the paper puts forward the measures to prevent the risks during the construction period and the operation period, so that the environmental risks can be controlled; according to the impact of the implementation of the plan on the environment, Suggestions for planning adjustment and practical measures for resource conservation and ecological protection are put forward. On the basis of the above, we should focus on the following targeted measures: strictly controlling access to water projects in Xinfengjiang Reservoir, controlling fume and vehicle exhaust emissions, reducing noise of machinery and equipment, and using solar energy equipment to reduce energy consumption, Conservation of soil and water and conservation of biodiversity. The research results of this paper provide methods for environmental protection in the development of ecotourism, and lay a theoretical foundation for the better development of eco-tourism environmental management in the future.
