建瓯市农村产业融合进程中的农业信息化研究

【摘要】：农业信息化作为现代信息化的重要组成部分,对农村产业融合,农村经济的发展,起到至关重要的作用,是改变传统农业产业模式的有效抓手。发达国家已进入精确农业信息化时代,而中国的农业信息化起步较晚,农业信息化建设还处在初级阶段。中国城乡之间的收入差距越来越大,农业发展面临着生产能力和效率低下等问题,中国农村一二三产业融合发展的态势弱,需要信息化来带动农村产业融合发展,促进农村经济增长。本文在对农村产业融合进程中农业信息化可优化农村产业空间布局,带动资源、要素、技术的整合集成和重组优化,完善农村产业融合服务体系及加快技术进步,促进产业转型升级等作用分析的基础上,对建瓯市农村产业融合进程中农业信息化的基础和问题进行分析,具体包括互联网、计算机、移动电话等基础设施普及程度低,建设力度还有待提高;农业信息类网站数目较少,并且为农民提供的有效信息量不足,预测信息少;农村信息化基础设施建设还需要进一步加强;建瓯市目前还没有形成完整的农业信息服务体系,农业信息服务水平还不高,农业信息化技术的推广与应用程度低等问题。在此基础上,本文进一步调研2015年建瓯市农业信息化建设实践,研究发现建瓯市以提升农业信息化水平促进农村产业融合发展为目标,结合自身2011年到2015年农业信息化发展基础、优势和内在需求,紧紧围绕三网融合的信息通道建设,市级综合信息服务平台、农村综合信息服务体系(站点)、智慧农业示范工程、农业信息化可持续发展机制与模式等关键节点开展建设农业信息化工作,从而促进农村产业融合发展。最后针对存在的问题及建瓯市农村产业融合主要目标,提出加大建瓯市农村信息化基础设施的建设,重视建瓯市农业信息化人才培养,完善建瓯市农业信息服务体系的建设,健全建瓯市农业信息化法律法规及发挥建瓯市政府的主导作用等加速建瓯市农村产业融合进程的建议。
[Abstract]:As an important part of modern information, agricultural informatization plays a vital role in the integration of rural industries and the development of rural economy, and is an effective way to change the traditional agricultural industrial model. The developed countries have entered the era of precision agricultural informatization, but China's agricultural informatization starts late, and the construction of agricultural informatization is still in the primary stage. The income gap between urban and rural areas in China is increasing, and agricultural development is facing problems such as low production capacity and low efficiency. The situation of the integration of one, two, three industries in China's rural areas is weak, and it is necessary to promote the integration and development of rural industries with information technology. Promoting rural economic growth. In this paper, agricultural informatization can optimize the spatial distribution of rural industries, promote the integration and optimization of resources, elements and technologies, perfect the service system of rural industrial convergence and accelerate the technological progress in the process of rural industrial convergence. Based on the analysis of the role of promoting industrial transformation and upgrading, this paper analyzes the basis and problems of agricultural informatization in the process of rural industrial integration in Jianou City, including the low popularity of infrastructure such as the Internet, computers, mobile phones, etc. The number of agricultural information websites is small, and the effective information for farmers is not enough, and the prediction information is not enough, the construction of rural information infrastructure still needs to be further strengthened. At present, Jianou City has not formed a complete agricultural information service system, the level of agricultural information service is not high, and the degree of popularization and application of agricultural information technology is low. On this basis, this paper further investigates the practice of agricultural informatization construction in Jianou City in 2015, and finds that Jianou City aims to promote the integration and development of rural industries by improving the level of agricultural informatization. Combining with its own agricultural information development foundation, advantages and internal needs, closely surrounding the construction of information channel, integrated information service platform at municipal level, rural integrated information service system (site), intelligent agriculture demonstration project, Agricultural informatization sustainable development mechanism and mode and other key nodes to carry out the construction of agricultural informatization to promote the integration of rural industry development. Finally, in view of the existing problems and the main goals of the integration of rural industries in Jianou City, this paper proposes to increase the construction of rural informatization infrastructure in Jian'ou City, attach importance to the cultivation of agricultural informatization talents in Jianou City, and perfect the construction of agricultural information service system in Jianou City. Perfecting the laws and regulations of agricultural informatization of Jianou city and giving play to the leading role of the government of Jianou city, and so on, the suggestion of speeding up the process of the integration of rural industry in Jianou city.
