【摘要】：正2016年张维迎与林毅夫两位经济学家对产业政策的争论引发了大众的关注。其实无论是中国还是发达国家都有产业政策,只是政策实施的广度和深度有所不同。中国一直将产业政策作为国家宏观调控的重要工具,大的方面包括国家产业发展规划,小的具体层面包括政策和资源的引导,如地方人才倾斜政策、研究项目设置、财政的直接投资、金融领域利率优惠政策、税收减免政策、土地使用优惠,等等。中国产业政策的实施往往与国家经济和政治安全联系在一起,希望能够在某些产业领域抢占世界的技术制
[Abstract]:The debate over industrial policy between Zhang Weiying and Lin Yifu economists in 2016 has drawn public attention. In fact, both China and developed countries have industrial policies, but the breadth and depth of policy implementation is different. China has always regarded industrial policy as an important tool for the state's macro-control. The major aspects include the national industrial development plan, and the small specific levels include the guidance of policies and resources, such as the local talent preference policy, research project setup, Direct financial investment, interest rate concessions in the financial sector, tax breaks, land use preferences, and so on. The implementation of China's industrial policy is often linked to national economic and political security, hoping to seize the world's technological system in certain industrial areas.
