长兴县政府在蓄电池产业转型升级中的作用研究

【摘要】：以“块状经济”为基础的县域经济是浙江经济的重要特色,改革开放以来,浙江省立足于市场化、民营化的先发优势,传统产业得到了蓬勃发展。随着经济发展内在支撑条件和外部需求环境的深刻变化,传统产业过去的发展动力、产业结构、增长方式已不能适应新阶段的要求。县级政府作为宏观政策和微观政策的转化者,与基层企业的距离最近,在经济进入新常态下,如何突破重重障碍、攻坚克难,发挥自身作用,引导和推动传统产业抓住机遇,转危为机,实现可持续发展,是一个值得研究的新课题。本文以浙江省长兴县为研究对象,对近年来长兴县政府推动蓄电池转型升级的作用进行了相对系统的研究和分析。本文的基本框架除去第1章绪论和第6章结论外,主要包括四个主体部分:第一个主体部分:产业转型升级和政府作用相关理论阐释。这一部分在对产业转型升级、政府作用的概念进一步界定的基础上,明确了政府在传统产业转型升级中需要发挥规划调节、政策导向、平台搭建、公共服务和市场监管的作用。同时从新公共服务理论、多中心治理理论、整体性治理理论三方面阐述本文研究案例所运用的理论基础。第二个主体部分:长兴县政府推动蓄电池产业转型升级的实践与成效。这部分以长兴县为案例,首先介绍了长兴县和长兴县蓄电池产业的概况,其次介绍政府在环境整治倒逼蓄电池产业转型升级中的四大作用及其有效性;最后概括取得的四大初步明显成效。第三个主体部分:长兴县政府推动蓄电池产业转型升级存在的问题与原因。这部分主要指出政府在推进蓄电池产业转型升级中还存在的四个问题,即产业发展规划还不够细化、政策供给体系还不够完善、服务平台体系还不够健全、市场监管责任还不够到位;然后再从三个方面剖析存在问题的原因。第四个主体部分:完善长兴县深化蓄电池产业转型升级政府作用的建议。这部分在阐述深化转型升级中政府定位和总体发展思路的基础上,针对前期转型升级中还存在的问题,提出了五项具体举措:制定产业发展规划、完善政策导向供给、健全科创培育体系、加强服务保障能力、强化市场监管责任。本文可能的创新点主要有:(1)角度较新。关于传统产业转型升级的研究大多侧重于从经济学本身角度出发,而基于地方政府的角度相对较少。而在后金融危机时代,发展动力迭代更替,无论是从当前我国政府从上到下推行深化体制改革、简政放权,还是从转型升级的目标、过程方式、初始条件需要地方政府的“机制引擎”考虑,政府在转型升级中的作用研究具有一定的时代性和前瞻性。(2)案例较新。长兴县作为浙江省北部一个县城,近年来着重致力于传统产业改造提升,并在2015年成为全省工业经济转型升级示范区试点县,其发展有着浙江县域经济发展的共性特点,本文引入产业转型升级初具成效的长兴县为样本,将研究落脚点落在基层,对县级政府通过行业整治倒逼转型升级进行实证分析。
[Abstract]:The county economy based on the "lump economy" is an important feature of Zhejiang economy. Since the reform and opening up, Zhejiang province is based on the market, the predominance of the privatization, the traditional industry has been flourishing. With the deep change of the internal support conditions and external demand environment, the development motive of the traditional industry and the industrial knot in the past. Construction, the mode of growth can not meet the requirements of the new stage. As the transformation of macro policy and micro policy, the county government is the closest to the grass-roots enterprises. Under the new norm of the economy, how to break through many obstacles, make hard work, play its own role, guide and promote the traditional industry to seize the opportunity, turn the danger into the machine and realize sustainable development, This paper, taking Changxing County of Zhejiang Province as the research object, makes a relative systematic study and Analysis on the role of Changxing County government in promoting the upgrading and upgrading of the battery in recent years. The basic framework of this paper, excluding the first chapter and the sixth chapter, includes four main parts: the first part of the main body: Industry On the basis of the further definition of the concept of industrial transformation and upgrading and the role of government, this part clarifies that the government needs to play the role of planning regulation, policy orientation, platform building, public service and market regulation in the transformation and upgrading of traditional industries. Central governance theory, holistic governance theory three aspects of the theoretical basis used in this case study. The second main parts: the Changxing County government to promote the upgrading of the battery industry and the practice and effectiveness. This part takes Changxing County as a case, first introduces the general situation of the storage battery industry in Changxing County and Changxing County, and then introduces the government. The four major roles and its effectiveness in the transformation and upgrading of the battery industry in the environment renovation; finally, the four preliminary results are summarized. The third main parts: the problems and reasons for the Changxing County government to promote the transformation and upgrading of the battery industry. This part mainly points out that the government has also existed in the transformation and upgrading of the battery industry. The four problem is that the industrial development plan is not detailed enough, the policy supply system is not perfect, the service platform system is not perfect, the market supervision responsibility is not enough, and then the reasons for the existence of the problems are analyzed from three aspects. The fourth main parts are to perfect the suggestion that Changxing County deepens the role of the government in the transformation and upgrading of the battery industry. On the basis of explaining the government orientation and overall development thinking in deepening the transformation and upgrading, this part puts forward five specific measures in view of the problems that exist in the early transformation and upgrading. It is possible to formulate the industrial development plan, improve the policy oriented supply, improve the cultivation system of the science and technology, strengthen the ability of the service guarantee and strengthen the responsibility of the market supervision. The main innovation points are: (1) the angle is relatively new. Most of the studies on the transformation and upgrading of traditional industries are mainly focused on the perspective of economics itself, while the angle of the local government is relatively small. In the post financial crisis era, the development of the dynamic iterative change, whether it is from the current government government from the top to the bottom to deepen the reform of the system, the simple government and the decentralization of power, It is from the goal of transformation and upgrading, the process mode, the initial conditions need the "mechanism engine" of the local government to consider, the role of the government in the transformation and upgrading has a certain era and foresight. This paper introduces Changxing County as a sample of the first effect of industrial transformation and upgrading and falls on the grass-roots level, and makes an empirical analysis on the transformation and upgrading of the county-level government through the industry regulation.
