丽江市金山高新技术产业经济区基础设施融资研究

【摘要】：随着全国经济的快速发展,云南在全国经济发展的大潮中相对落后,要实现到2020年与全国同步小康,云南必须实现跨越式发展,因此,大力建设发展工业园区是云南省各级党委政府的重要工作任务。然而,在工业园区的建设发展中,各地发展不平衡,成效也各不相同。在落后地区新创办的工业园区,存在着资金投入不足、基础设施配套不完善、职能不全体制不顺、招商项目入驻困难、发展成效不明显等问题。在这种背景下笔者欲通过运用管理和融资的相关理论知识,分析丽江市金山高新技术产业经济区基础设施融资需求、融资现状和融资工作中的困难与问题,借鉴国内外开发区基础设施融资的成功经验,帮助丽江市金山高新技术产业经济区梳理融资工作思路,进行融资方式的可能选择,以及促进这些可能选择的融资方式得以顺利实践的对策。希望该研究有利于促进丽江市金山高新技术产业经济区克服融资难、发展慢的问题,尽快走上又好又快的健康发展道路。全文共分7部分,各部分摘要如下：第一部分为绪论,主要介绍本文的研究背景、意义、价值、特色以及国内外研究情况。第二部分为理论基础,界定和说明开发区、基础设施、融资等概念,介绍全国、云南省、丽江市工业园区发展情况,梳理归纳经济社会发展中存在的融资方式。第三部分分析丽江市金山高新技术产业经济区基本情况、融资现状、存在问题及原因。第四部分为国内外开发区基础设施成功融资经验借鉴,从国外的美欧、日韩到国内的东部沿海发达地区、中西部地区,再到云南省以及丽江市工业园区成功的融资经验,为丽江市金山高新技术产业经济区基础设施融资提供可借鉴选择的融资方式。第五部分为归纳总结适合丽江市金山高新技术产业经济区并在现实中可以选择或可能选择的基础设施融资方式。第六部分为促进上述可以、可能选择的融资方式得以顺利实践,丽江市金山高新技术产业经济区在人的因素、制度的因素等方面必须进行相应的改革调整。第七部分为研究总结与展望,综述全文内容,对论文研究的局限性及将来可能的研究发现进一步阐述。
[Abstract]:With the rapid development of national economy, Yunnan is relatively backward in the tide of national economic development. In order to synchronize with the national well-off society by 2020, Yunnan must realize leap-forward development. The construction and development of industrial parks is an important task for the Party committees and governments at all levels in Yunnan Province. However, in the construction and development of industrial parks, the development is uneven and the results are different. In the newly established industrial parks in backward areas, there are some problems, such as insufficient capital investment, imperfect infrastructure facilities, unsatisfactory function system, difficulty in attracting investment projects and inconspicuous development results, and so on. Under this background, the author intends to analyze the financing needs of infrastructure, the current financing situation and the difficulties and problems in financing work of Jinshan Hi-tech Industrial Economic Zone of Lijiang City by using relevant theoretical knowledge of management and financing. Drawing on the successful experience of infrastructure financing in domestic and foreign development zones, this paper helps Lijiang Jinshan Hi-tech Industrial Economic Zone to sort out the working ideas of financing and make possible choices of financing methods. And to promote these possible financing options to smooth the practice of countermeasures. It is hoped that this study will help to promote the Lijiang Jinshan Hi-tech Industrial Economic Zone to overcome the problem of financing and slow development, and to embark on a sound and rapid development road as soon as possible. This paper is divided into seven parts, each part is summarized as follows: the first part is the introduction, mainly introduces the research background, significance, value, characteristics and research situation at home and abroad. The second part is the theoretical basis, defining and explaining the development zone, infrastructure, financing and other concepts, introduced the national, Yunnan Province, Lijiang City industrial park development, combing and summing up the economic and social development of the existing financing methods. The third part analyzes the basic situation, financing status, existing problems and reasons of Lijiang Jinshan Hi-tech Industrial Economic Zone. The fourth part draws lessons from the successful financing experience of the domestic and foreign development zones, from the United States and Europe, Japan and South Korea to the developed eastern coastal areas, the central and western regions of China, to Yunnan Province and Lijiang City Industrial Park successful financing experience. For Lijiang Jinshan high-tech industrial economic zone infrastructure financing can be used for reference and alternative financing. The fifth part is summing up the financing mode of infrastructure which is suitable for Lijiang Jinshan Hi-tech Industrial Economic Zone and can be chosen or may be chosen in reality. In the sixth part, in order to promote the above-mentioned can, the possible financing way can be put into practice smoothly, the Lijiang Jinshan High-tech Industrial Economic Zone must carry on the corresponding reform adjustment in the human factor, the system factor and so on. The seventh part is the summary and prospect of the research.
