山西科技创新城产业政策研究

【摘要】：创建山西科技创新城,是适应当前新一轮科技革命,推进我省产业转型发展的必走之路,是山西作为煤炭资源大省在工业化发展过程中做出的重大战略决策。山西要想在科技创新上取得成就,就必须大力打造煤炭产业。本文以山西省科技创新城产业政策作为研究对象,应用了文献研究、定性研究、经验总结等方法,以产业政策理论为基础、以公共政策的角度进行分析,通过借鉴国内外成功经验,提出可参考的对策建议,希望能为加快发展山西科技创新城尽自己的微薄之力。本文首先详述国内外产业政策的相关理论,对山西科技创新的现状、山西科技创新城的基础规划等进行了研究。在此基础上,对如何发展山西科技创新城产业政策提出建议,一是科技创新城产业政策的体系建构,二是科技创新城产业政策的实施路径。本文主要结论：山西科技创新城的建立是顺应国内外经济形势,提高山西产业竞争力的战略选择；山西科技创新城的产业政策要借鉴国内外的成功经验和做法；山西要从政策体系、实施力度和方式等方面发挥政府作用,实现煤炭产业的可持续发展。
[Abstract]:The establishment of Shanxi Science and Technology Innovation City is a necessary way to adapt to the new round of scientific and technological revolution and promote the industrial transformation and development of our province. It is also a major strategic decision made in the process of industrialization development in Shanxi Province as a big province of coal resources. Shanxi wants to make achievement on science and technology innovation, must build coal industry energetically. Based on the theory of industrial policy and the perspective of public policy, this paper applies the methods of literature research, qualitative research, experience summarization and so on, taking the industrial policy of Shanxi province as the research object. Based on the successful experience at home and abroad, the author puts forward some countermeasures and suggestions, hoping to do his best to speed up the development of Shanxi Science and Technology Innovation City. In this paper, the relevant theories of industrial policy at home and abroad are described, and the present situation of scientific and technological innovation in Shanxi and the basic planning of Shanxi Science and Technology Innovation City are studied. On this basis, some suggestions on how to develop the industrial policy of Shanxi Science and Technology Innovation City are put forward, one is the construction of the industrial policy system of the Science and Technology Innovation City, the other is the implementation path of the industrial policy of the Science and Technology Innovation City. The main conclusions of this paper are: the establishment of Shanxi Science and Technology Innovation City is a strategic choice to adapt to the domestic and international economic situation and improve the competitiveness of Shanxi industry, and the industrial policy of Shanxi Science and Technology Innovation City should draw lessons from the successful experiences and practices at home and abroad. Shanxi should play the role of government in policy system, implementation dynamics and ways to realize the sustainable development of coal industry.
