长三角地区国家数字出版产业基地比较研究

【摘要】：随着数字出版产业越来越受到国家的重视,我国在全国各地建立国家数字出版产业基地来促进数字出版产业的发展。不可避免的是国家数字出版产业基地在建设发展过程中存在众多的问题,这些问题等待着政府和基地以及相关行业人员共同努力解决。本文把长三角地区四家国家数字出版基地作为研究对象,运用文献研究法、比较研究法以及实地调研等方法搜集相关资料,并且通过对它们的宣传情况、园区内外环境、产业集聚、差异化发展方面的比较分析,发现它们的优势和问题所在,思考解决问题的办法。首先,阐述了本文的研究背景和意义。自从2008年张江国家数字出版基地成立到2014年3月青岛国家数字出版基地正式运营,我国已经在全国建立13家国家数字出版基地,形成了以东部沿海地区基地为带动,长三角流域地区基地为核心,华北、中南、西北、西南地区基地为辐射的综合布局。基地在发展的几年中取得一些成效同时也存在很多问题,阻碍其进一步发展。这些研究都是纵贯全国13家国家数字出版基地来研究它们普遍存在的问题并且提出相应的解决措施,本文使用比较研究的方法将研究范围缩小到长三角地区四家国家数字出版基地,找出这几家国家数字出版基地发展相对好的原因,为其他国家数字出版基地的发展提供可供参考的建议。其次,对长三角地区四家国家数字出版基地的基本情况作了简要的阐述并且从新闻报道量以及官网建设情况、完善度方面对它们进行分类概况,分析得出它们宣传滞后的缺点;再从基地园区内环境,包括住宿、餐饮、出行、娱乐、商务、配套设施,园区周围区域交通状况,包括公路交通、铁路交通、水运、航空、地铁、公交、城市轻轨等方面进行分类概况,进行比较分析;选取这几家国家数字出版基地入驻企业的情况、所享有的优惠政策进行比较。从它们入驻企业的状况可以看出基地龙头企业、企业相关度、企业性质等,从它们享受到的优惠政策的内容,可以看出各地政府重视国家数字出版基地发展并积极配合制定优惠政策以吸引相关企业入驻园区,但同时这些政策内容相似性以及优惠力度大是它们的缺点。最后,通过长三角地区国家数字出版基地存在的优势及不足,提出建设、完善基地官网,加强自身宣传;完善园区内外环境建设;完善基地产业链,促进产业"集聚效应"最大化;确定基地主业,实施差异化发展战略等政策建议及启示。
[Abstract]:With more and more attention being paid to the digital publishing industry, our country has established the national digital publishing industry base all over the country to promote the development of the digital publishing industry. Inevitably, there are many problems in the process of construction and development of the national digital publishing industry base, which are waiting for the government, the base and related industry personnel to work together to solve these problems. In this paper, four national digital publishing bases in the Yangtze River Delta region are taken as the research objects, and the methods of literature research, comparative research and field research are used to collect relevant information, and through their propaganda situation, the environment inside and outside the park. Through comparative analysis of industrial agglomeration and differential development, the author finds out their advantages and problems, and thinks about the solutions to the problems. First of all, the research background and significance of this paper are expounded. Since the establishment of Zhangjiang National Digital Publishing Base in 2008 to the official operation of Qingdao National Digital Publishing Base in March 2014, China has set up 13 national digital publishing bases in the whole country, which is driven by the base in the eastern coastal areas. Yangtze River Delta area bases as the core, North, central and south, northwest, southwest of the base for radiation comprehensive layout. At the same time, there are many problems which hinder the further development of the base. These studies are all conducted through 13 national digital publishing bases throughout the country to study their common problems and put forward corresponding solutions. This paper uses the method of comparative study to narrow the scope of the research to four national digital publishing bases in the Yangtze River Delta region, and find out the reasons for the relatively good development of these national digital publishing bases. To provide reference suggestions for the development of digital publishing bases in other countries. Secondly, the basic situation of four national digital publishing bases in the Yangtze River Delta region is briefly expounded and classified from the aspects of news report quantity and official website construction, and the shortcomings of their propaganda lag are analyzed. Then from the base park environment, including accommodation, catering, travel, entertainment, business, supporting facilities, the area around the park traffic conditions, including road traffic, rail traffic, water transport, aviation, subway, public transport, Urban light rail and other aspects of the classification and analysis of comparative analysis; select these national digital publishing base to enter the situation of enterprises, enjoy the preferential policies to compare. From the situation of their entry into the enterprises, we can see the base leading enterprises, the degree of relevance of the enterprises, the nature of the enterprises, and the contents of the preferential policies they enjoy. It can be seen that local governments attach importance to the development of national digital publishing base and actively cooperate with the establishment of preferential policies to attract relevant enterprises into the park, but at the same time, the similarity of these policies and the intensity of preferential treatment are their shortcomings. Finally, through the advantages and disadvantages of the national digital publishing base in the Yangtze River Delta region, the paper puts forward the construction, the perfection of the official website of the base, the strengthening of its own propaganda, the improvement of the environmental construction inside and outside the park, and the improvement of the industrial chain of the base. To promote the maximization of industrial agglomeration effect, to determine the main industry of the base, to implement the strategy of differentiated development and other policy suggestions and enlightenments.
