北票市除尘环保装备产业集群升级政策评估及改进研究

【摘要】：近年来,我国经济发展迅速,城市建设步伐加快,工业“三废”以及城镇生活垃圾、生活污水和农业废弃物的排放量也迅速增加,由此产生的生态环境问题愈加突出,成为当前国家和社会高度重视并着力解决的重点难点问题之一。除尘装备作为环保装备产业的重要分支,是治理大气粉尘污染的关键设备,具有十分巨大的发展潜力。“十二五”时期,北票市政府把除尘环保装备产业列入本地区重点发展的三大产业集群,研究制定了一系列推动除尘环保装备产业发展的政策和措施。如何运用相关理论,对这些政策措施的实施效果进行客观有效评价,进而有针对性地提出适合本地区除尘环保装备产业集群发展的升级政策,是推动北票经济社会发展的关键问题。本文从归纳整理有关产业集群和集群政策等方面的文献入手,尽可能地掌握国内外相关研究的最新和最权威的进展情况,力求将这些研究成果更好的运用到指导北票市除尘环保装备产业集群发展实践之中。同时,在系统分析北票市除尘环保装备产业集群发展现状的基础上,详细介绍除尘环保装备产业集群政策的具体内容,综合阐释这些政策制定的背景环境、实施情况,重点评估北票市除尘环保装备产业集群升级政策实施的整体效益,并认真对照国内外欠发达地区政府推动产业集群发展政策的成功经验,查找当前北票市除尘环保装备产业集群存在的主要问题,探讨产业发展的各类最新需求,进而提出完善产业集群政策的意见建议,努力为政府科学合理决策提供有益的参考和依据。
[Abstract]:In recent years, China's economy has developed rapidly, the pace of urban construction has been quickened, and the discharge of industrial "three wastes" and municipal domestic wastes, domestic sewage and agricultural wastes has also increased rapidly, resulting in more and more serious ecological and environmental problems. It has become one of the key and difficult problems that the state and society attach great importance to and focus on solving. As an important branch of environmental protection equipment industry, dust removal equipment is the key equipment to control air dust pollution, and has great development potential. During the 12th Five-Year Plan period, the Beipiao Municipal Government listed the dust removal and environmental protection equipment industry as the three major industrial clusters in the region, and studied and formulated a series of policies and measures to promote the development of the dust removal and environmental protection equipment industry. How to make an objective and effective evaluation of the effect of these policies and measures by using relevant theories, and then put forward an upgrading policy suitable for the development of the industrial cluster of dust removal and environmental protection equipment in this area. It is the key issue of promoting the economic and social development of Beipiao. This paper begins with summarizing and sorting out the literature on industrial clusters and cluster policies, and tries to grasp the latest and most authoritative progress of relevant research both at home and abroad. Try to apply these research results better to guide the development practice of Dust removal and Environmental Protection equipment Industry Cluster in Beipiao City. At the same time, on the basis of systematically analyzing the present situation of the industrial cluster of dust removal and environmental protection equipment in Beipiao City, this paper introduces in detail the specific contents of the industrial cluster policy of dust removal and environmental protection equipment, and comprehensively explains the background environment and implementation of these policies. Focusing on the evaluation of the overall benefits of the implementation of the industrial cluster upgrading policy for dust removal and environmental protection equipment in Beipiao City, and carefully comparing the successful experience of the governments of the underdeveloped regions at home and abroad in promoting the industrial cluster development policy, To find out the main problems existing in the current industrial cluster of dust removal and environmental protection equipment in Beipiao City, to discuss the latest demands of industrial development, and to put forward some suggestions on how to improve the policy of industrial cluster. Efforts to provide a useful reference and basis for scientific and rational government decision-making.
