山东省现代服务业跨越发展对策研究

【摘要】：现代服务业作为科技含量高、技术密集度高、附加值高、辐射性强的新兴产业，越来越受到世界各国的高度重视。在我国经济发展进入转变发展方式、调整优化结构的战略转型时期，现代服务业在转型发展中的战略地位和作用更加受到人们的重视。山东省现代服务业的发展同国外发达国家相比，同国内发达省市相比还存在一定的差距，本文的研究目的是，充分借鉴有关经验和做法，制定具有针对性、实效性的战略举措，积极发挥已有优势和潜力，实现山东现代服务业跨越发展。发展现代服务业是加快推进现代化建设和改革开放的重要举措，是贯彻落实科学发展观、转变经济发展方式、突破资源环境承载能力制约、实现全面协调可持续发展的必然选择。我国许多省市纷纷将加快发展现代服务业放到引领转型发展的战略位置，加大措施推动优先发展。本文结合世界现代服务业发展的基本理论和我国现代服务业发展的实践，通过采用了文献综合研究、理论联系实际、比较研究、系统分析等方法，研究现代服务业发展趋势，分析山东省现代服务业的现状、制约因素和发展优势，研究推动山东省服务业跨越发展的对策，探析现代服务业跨越发展的思路、发展模式和运行机制，为山东省实现经济又好又快发展提供可借鉴的模式和可操作性建议。 “十二五”时期是山东省转变经济发展方式、实现产业结构优化升级的战略攻坚期。加快现代服务业发展，构建起以服务经济为主的现代产业体系，是落实科学发展观的迫切要求，是推动转型发展的战略举措，是优化产业结构的必然选择。本文的创新之处是，通过分析现代服务业发展的机遇和挑战，，总结发展服务业带动经济社会发展的作用机理，深刻剖析我国发达省市的经验做法，提出实现我省现代服务业跨越发展的对策建议，将现代服务业的跨越发展同推动经济战略性转型相结合，同深化改革开放、加快转变经济发展方式相结合，突出重点、打造亮点，为加快推进山东省现代服务业发展、实现富民强省新跨越提供政策支撑。
[Abstract]:As a new industry with high science and technology, high technology intensity, high added value and strong radiation, modern service industry has been paid more and more attention by the countries all over the world. In the period of strategic transformation of economic development and structural adjustment in China, people pay more attention to the strategic position and role of modern service industry in the process of transformation and development. Compared with the developed countries, there is still a certain gap between the development of the modern service industry in Shandong Province and the developed provinces and cities in China. The purpose of this paper is to draw lessons from the relevant experiences and practices, to formulate targeted and effective strategic measures. Positive play already advantage and potential, realize Shandong modern service industry leaps and bounds development. The development of modern service industry is an important measure to speed up the modernization drive and reform and opening up, to implement the scientific development concept, to change the mode of economic development, and to break through the constraints of carrying capacity of resources and environment. The inevitable choice of achieving comprehensive and coordinated sustainable development. Many provinces and cities in China have put the development of modern service industry into the strategic position of leading the transformation and development, and stepped up measures to promote the development of priority. Based on the basic theory of the development of modern service industry in the world and the practice of the development of modern service industry in China, this paper studies the trend of the development of modern service industry by adopting the methods of comprehensive literature research, theoretical integration with practice, comparative study, systematic analysis, etc. This paper analyzes the present situation, restrictive factors and development advantages of the modern service industry in Shandong Province, studies the countermeasures to promote the leap development of the service industry in Shandong Province, and probes into the train of thought, development model and operation mechanism of the leapfrogging development of the modern service industry. For Shandong Province to achieve sound and rapid economic development to provide a model and operational suggestions. The twelfth five-year plan period is a strategic period for Shandong Province to transform its economic development mode and realize the optimization and upgrading of industrial structure. Speeding up the development of modern service industry and constructing a modern industrial system based on service economy are the urgent requirements of implementing the scientific development view, the strategic measures to promote the transformation and development, and the inevitable choice of optimizing the industrial structure. The innovation of this paper is to analyze the opportunities and challenges of the development of modern service industry, summarize the mechanism of the development of service industry to promote economic and social development, and deeply analyze the experiences and practices of developed provinces and cities in China. This paper puts forward some countermeasures and suggestions for realizing the leapfrogging development of modern service industry in our province, combining the leapfrogging development of modern service industry with the promotion of strategic economic transformation, with deepening reform and opening up, speeding up the transformation of economic development mode, and highlighting the key points. The bright spot provides policy support for accelerating the development of modern service industry in Shandong Province and realizing new leaps and bounds in enriching the people and strengthening the province.
