国外有关服务业发展的资源环境效应研究述评

【摘要】：服务业往往被认为是一个去物质化、清洁的产业。然而,发达国家服务经济发展仍伴随着大量资源消耗和污染排放,使越来越多的学者开始关注服务业发展对资源环境的真实影晌。本文从学术界关于服务经济与资源环境关系的争论、服务业生产消费活动影响资源环境的作用机制和经验证据三个方面对已有文献进行系统梳理和总结。最后,结合我国服务业发展的现状和前景指出,今后有必要加强对我国服务业发展的资源环境效应研究和评估,并在此基础上构建和完善针对我国服务业的环境规制,使之与当前工业部门的节能减排政策措施相互补充,从而形成一个完整有效的环境政策体系,促进我国低碳经济转型和生态文明建设。
[Abstract]:Services are often considered a dematerialized and clean industry. However, the development of service economy in developed countries is still accompanied by a large number of resource consumption and pollution emissions, which makes more and more scholars begin to pay attention to the real impact of the development of service industry on the resources and environment. This paper systematically combs and summarizes the existing literature from three aspects: the debate on the relationship between service economy and resources and environment, the mechanism and empirical evidence of the influence of production and consumption activities on resources and environment in the service industry. Finally, it is pointed out that it is necessary to strengthen the research and evaluation of the resource and environmental effects of the development of our service industry in the future, and on this basis, to construct and perfect the environmental regulation for the service industry of our country, according to the present situation and prospect of the development of the service industry in our country. It complements with the current policies and measures of energy saving and emission reduction in the industrial sector, thus forming a complete and effective environmental policy system and promoting the transformation of low-carbon economy and the construction of ecological civilization in China.
