【摘要】：随着世界经济全球化进程的加快，世界服务贸易迅速发展，全球范围内的服务业外商直接投资展现出了迅速增长的势头,在世界经济的发展中担任着越来越重要的角色。服务业所生成的经济俨然已经成为了全球经济竞争的重点之一。虽然我国属于发展中国家，其服务经济起步也比发达国家要晚，伴随着改革开放其发展却是十分迅捷的。目前，，服务经济已是我国经济发展中不可或缺的重要组成部分。经济全球化的到来以及国际互联网在经济生活中的广泛应用，使各种服务产品以多种方式走出国门，在国际市场上展开激烈的竞争。自中国加入世界经贸组织之后，中国服务业要渐渐地对外开放，服务业将成为我国对外开放程度最大，涉及最广的领域。而衡量一个区域经济发展是否协调的重要量度之一就是其服务业占其区域的经济总量的比重，所以要大力发展我国的服务业。虽然近年来，河南省的经济发展取得了较为骄人的成绩，可是服务业的增长占经济生产总值的比重仍低于全国的平均水平。从全球范围来看，服务业已经俨然成为了全球经济的增长点。而服务业占区域经济总量的比重也是衡量该区域经济发展水平的量度。在经济全球化的浪潮中，对于河南省如何提高服务业的比重，成为发展经济至关重要的问题。虽然河南省现在的服务业整体处于不发达的阶段，但是河南省服务业的发展前景是广阔的可期待的，有强大的可开发性。因此把全面快速地发展服务业作为河南省的一项重大而长期的战略任务势在必行。发展服务业有很多种途径，其中又快又好的方法就是合理地利用外商在我省直接投资，此举可促进服务业快速发展。此后的一段较长时期内是河南省实现中原崛起伟大战略目标的关键时期。实现中原崛起离不开改革开放带来的契机，还要不断地加大开放力度，继续大力地吸纳和整合国际资源。国内外的发展经验均表明，经济开放以及经济的可持续发展越来越重要，而河南省长期以来对外开放的起点低且发展较慢，其省内的经济开放程度比全国平均水平还低，与东部沿海省份相比就相差更甚。因此，立足河南省发展的现状来看，大力利用外商直接投资是河南省经济发展现阶段的要求。另外，河南省有着农业大省的传统优势，近年随着工业的快速发展，河南省的农业化向工业化转化的进程也日益加快，但是仍旧处于起步阶段，发展阶段。河南省的经济结构需要进一步优化，经济的增长方式需要进一步的转换。一言以蔽之，河南省想实现从传统的农业大省向经济强省的转变，从资源大省向产业大省的转变，外资是其不可缺少的动力。然而一直以来，外商在河南省的投资呈现的特点就是总量低、较集中，尤其集中在制造业，外商对服务业的投资始终偏低。不过随着国家推行的中部崛起战略的逐步实施和发展，河南省迎来了经济发展的新契机，表现为河南省在我国中部区域中的战略位置和区位优势的日益突出。这就成为外资向内陆省区的转移提供了足够的条件，成了外资向我省转移的重要台阶。可是河南省要如何利用这一有利的历史机遇来利用外资快速发展本省服务业就成为了一个极其重要的课题。笔者通过阅读大量的文献资料并且对其进行整理总结，发现了其实在许多服务业发展非常迅速的省份、地区都对如何合理地、高效地利用FDI来促进本区域的服务业发展做出了不同程度，不同角度的分析和研究。然而遗憾的是对于河南省，这种细致的研究是很少的。本文以河南省服务业发展为研究对象，以外商直接投资为研究线索，以国际投资学、产业经济学等基本理论作为理论指导，运用实证分析的方法检验了FDI与河南省服务业经济增长之间的相互关系，并且针对河南省的区位优势特点，在系统地分析了河南省服务业利用外资发展特征的基础上，研究了外商直接投资对河南省服务业的影响，并根据研究结果提出适合河南服务业快速发展的对策和建议。
[Abstract]:With the acceleration of world economic globalization and the rapid development of world service trade, foreign direct investment in service industry in the world has shown a rapid growth momentum and plays an increasingly important role in the development of the world economy. The economy generated by the service industry has become one of the key points in the global economic competition. However, our country belongs to the developing country, its service economy starts later than the developed countries. With the development of the reform and opening up, its development is very fast. At present, the service economy has been an indispensable part of the economic development of our country. Service products go out of the country in a variety of ways and compete in the international market. After China's entry into the world economic and Trade Organization, the service industry in China will gradually open to the outside world. The service industry will be the largest and most extensive area in our country. That is, its service sector accounts for the proportion of the total economic output of its region, so we must vigorously develop our service industry.
In recent years, although the economic development of Henan has made remarkable achievements, the proportion of service industry to GDP is still lower than the national average. From the global scale, the service industry has become the growth point of the global economy. And the proportion of service industry to the total area of regional economy is also a measure of the region's economic growth. In the tide of economic globalization, in the tide of economic globalization, it is very important for Henan to improve the proportion of service industry. Although the present service industry in Henan is in the stage of underdevelopment, the development prospect of service industry in Henan province is broad and can be expected, and has strong development. It is imperative to develop the service industry in a comprehensive and rapid way as a major and long-term strategic task of Henan province. There are many ways to develop service industry, and the fast and good way is to make use of foreign direct investment in our province reasonably, which can promote the rapid development of the service industry.
After a long period of time, it is the key period for Henan province to realize the great strategic goal of the rise of the Central Plains. The realization of the rise of the Central Plains can not be separated from the opportunity brought about by the reform and opening up, and it must continue to increase its openness and continue to absorb and integrate the international resources. Both domestic and foreign development experiences show that the economic opening and the sustainable development of the economy are all shown. The exhibition is becoming more and more important, and Henan province has long begun to open to the outside world and has a slow development. Its economic openness in the province is lower than the national average. Compared with the eastern coastal provinces, the present situation of the development of Henan province is based on the current situation of the development of Henan Province, which is the present stage of the economic development of Henan province. In addition, Henan province has the traditional advantages of the big agricultural province. In recent years, with the rapid development of industry, the process of agricultural transformation from agriculture to industrialization in Henan is accelerating, but it is still in its infancy. The economic structure of Henan province needs further optimization and the economic growth mode needs to be further converted. In short, Henan province wants to realize the transformation from the traditional agricultural province to the strong province of the economy, the transformation from the large province to the big industrial province, and the indispensability of the foreign investment. However, the foreign investment in the province has been characterized by low, concentrated, especially concentrated in the manufacturing industry, and the foreign investment in the service industry is always on the low side. However, with the gradual implementation and development of the national strategy for the rise of central China, Henan has welcomed the new opportunity for economic development, showing that the strategic position and regional advantages of Henan Province in the central region of China are becoming increasingly prominent. This has provided sufficient conditions for the transfer of foreign capital to the inland provinces and the transfer of foreign capital to our province. However, it has become an extremely important task for Henan province to utilize this favorable historical opportunity to develop the province's service industry rapidly. Through reading a lot of documents and summarizing it, the author found that in fact, many provinces with rapid development in the service industry are in the same way. How to rationally and efficiently use FDI to promote the development of service industry in the region has made different degrees and different angles of analysis and research. However, it is regrettable that this kind of careful study is very few for Henan province.
This paper takes the development of service industry in Henan as the research object, taking the foreign direct investment as the research clue, taking the basic theories as the international investment science and industrial economics as the theoretical guidance, and using the empirical analysis method to test the relationship between the FDI and the economic growth of the service industry in Henan Province, and in view of the regional advantages of Henan Province, the Department is in the Department. Based on the analysis of the characteristics of the development of the service industry in Henan Province, the influence of foreign direct investment on the service industry in Henan province is studied, and the countermeasures and suggestions for the rapid development of Henan service industry are put forward according to the results of the research.
