高技术服务业与制造业耦合发展协调机制研究

【摘要】:随着知识经济的发展,高技术服务业成为生产性服务业新的独立业态。高技术服务业与制造业客观存在的相辅相成、互相促进的关系,促进我国制造业与高技术服务业耦合协调发展,将改变目前我国制造业粗放式发展与高技术服务业发展不成熟状态,共同推动制造业产业结构升级,经济增长方式转变,提高国家和企业的竞争力。 为此,本文以高技术服务业与制造业耦合关系为研究对象,主要研究高技术服务业与制造业耦合度的度量方法、探索二者内在融合点,并通过建立耦合协调度模型,构建评价指标体系,发现两个产业内部各子系统序参量之间协同作用中存在的问题。由于耦合理论与集成管理思想的逻辑一致性。继而根据集成中的各个元素互相渗透互相吸纳而成的一种新的“有机体”的思路,提出通过集成管理方法,使得两个产业系统之间有序度提高,推进高技术服务业与制造业共生发展、优势互补、聚合放大的对策建议。 理论界对高技术服务业内涵存在诸多观点,为了更好表达文章主旨思想,本文按涵盖面大小将高技术服务业内涵划分为宽口径、中口径与窄口径。并以窄口径作为讨论出发点。同时,本文讨论了先进制造业的内涵与特征,认为只有先进制造业才可能与高技术服务业匹配。 文章具体讨论了高技术服务业特征以及快速发展的客观原因、现实意义。同时也讨论我国制造业发展中存在的问题,并从企业内部技术限制、外部经济优势、非标准化与不可预见的需要、企业组织战略、避免风险与固定成本等方面说明了制造业内部服务外部化的原因。由此,认为两个产业互动存在客观基础。文章就此对两个产业相关性进行了实证分析,证据说明二者正相关关系明显。 本文通过建立两个产业的耦合熵模型说明高技术服务业与制造业耦合系统运行过程与运行突变阶段。通过计算耦合度值判断两个产业耦合程度。为了避免简单耦合度指标会出现伪协调的评价结果,又相应采取耦合协调度评价指标体系,其中运用层次分析法确定各指标的权重。文章据此对安徽与江苏两省的高技术服务业与装备制造业耦合发展水平进行实证分析,结果说明两省的高技术服务业发展水平均滞后于装备制造业发展;两省的高技术服务业与装备制造业耦合水平存在明显差异,安徽比江苏明显差一个等级;高技术服务业的发展水平与两个产业的耦合水平成正相关关系,江苏省高技术服务业发展水平高于安徽,所以江苏两个产业耦合程度就相对较高。 由于两个产业之间客观存在优势互补关系,两个产业资源就可以有效整合,产生1+12的效果,并且两个产业中的企业只要存在追求劳动分工的边际收益大于交易费用的边际增长的动机,在两个产业中实行集成管理就是可行的。在供应链中两个产业作为子系统存在,子系统内部与子系统之间资源整合,构成新的组织结构和工作方式、管理方法,就可以形成一个新的和谐综合集成系统。文章从战略与超前策划即理念集成、组织与界面管理即组织集成、技术与流程重组即过程集成、信息与系统控制即方法集成等四个方面阐述促进两个产业从无序到有序,和谐共生发展的对策建议。
[Abstract]:With the development of knowledge economy, high technology service industry has become a new independent form of productive service industry. The relationship between high technology service industry and manufacturing industry is complementary, mutually promoting, promoting the coordinated development of China's manufacturing industry and high technology service industry, will change the current development of China's manufacturing industry and the high technology service industry. We should not be mature enough to jointly promote the upgrading of the manufacturing industry structure and the transformation of the mode of economic growth, so as to enhance the competitiveness of our country and enterprises.
Therefore, this paper takes the coupling relationship between high technology service industry and manufacturing industry as the research object, mainly studies the measurement method of the coupling degree of high technology service industry and manufacturing industry, explores the internal fusion point of the two, and constructs the evaluation index system by establishing the coupling coordination degree model, and finds the synergy between the sequence parameters of each subsystem in the two industries. The theoretical circles have many views on the connotation of high technology service industry. In order to better express the main idea of the article, this paper divides the connotation of high technology service industry into wide caliber, medium caliber and narrow caliber according to the scope of coverage. The article discusses the characteristics of high technology service industry and the objective cause of rapid development, and the practical significance. At the same time, it also discusses the problems in the development of China's manufacturing industry, as well as the internal technology restrictions, external economic advantages, non standardization and unforeseeable needs, the enterprise weaving strategy, the avoidance of risk and fixed cost. The reasons for the externalization of the internal services of the manufacturing industry. Therefore, it is considered that there is an objective basis for the interaction of the two industries. The article makes an empirical analysis on the correlation between the two industries, and the evidence shows that the two parties have a positive correlation.
In this paper, the coupling entropy model of two industries is set up to explain the operation process and the abrupt stage of the high technology service industry and the manufacturing industry coupling system. By calculating the coupling degree value, the coupling degree of the two industries is judged. In order to avoid the pseudo coordination evaluation result of the simple coupling index, the coupling coordination degree evaluation index body is adopted accordingly. This paper makes an empirical analysis on the coupling development level of high technology service industry and equipment manufacturing industry in two provinces of Anhui and Jiangsu. The results show that the development level of high technology service industry in the two provinces is lagging behind the development of equipment manufacturing industry, and the high technology service industry and equipment manufacturing in the two provinces. There are obvious differences in the level of industry coupling. Anhui is significantly worse than Jiangsu. The development level of high technology service industry is positively related to the coupling level of the two industries. The development level of high technology service industry in Jiangsu is higher than that of Anhui, so the coupling degree of the two industries in Jiangsu is higher.
Because there is an objective complementary relationship between the two industries, the two industrial resources can be effectively integrated, and the effect of 1+12 is produced. As long as the enterprises in the two industries have the motivation to pursue the marginal profit of the division of labor greater than the marginal growth of the transaction costs, it is feasible to implement integrated management in the two industries. The two industries, as subsystems, integrate resources between subsystems and subsystems, form a new organization structure and mode of work. Management methods can form a new harmonious integrated integrated system.
