【摘要】：随着全球经济产业结构升级与产业转移的出现，服务外包日益成为服务现代化、经济全球化发展的重要载体。服务外包也逐渐成为增强企业核心竞争力、整合价值链、促进国际间分工合作、增强国家竞争优势的重要新兴产业。作为低能耗、低污染和高附加值的“阳光产业”，服务外包产业受到越来越多的国家和地区的青睐。长春市作为东北老工业基地的工业重镇之一，长春市一直以发展传统工业为主，传统工业为长春市经济的发展做出了重大贡献。然而随着社会的进步，传统粗放式的经济发展方式带来了高能耗、高污染和低附加值等众多问题，这与长春市发展绿色经济、形成可持续发展的目标相冲突。而服务外包产业作为新兴的绿色、高技术产业，对于长春市改变经济增长方式、调整产业结构、提高科技水平、增强国际竞争能力等都具有重要的推动作用。因此，如何充分利用地区间产业转移的机会、发挥自身优势、大力发展服务外包产业、促进长春市经济增长实现又好又快发展无疑成为了眼前的重要问题。论文首先介绍研究长春市服务外包产业的背景、意义，并对服务外包相关理论的研究现状进行梳理，说明论文的研究框架及运用的方法；然后对服务外包的相关概念和分类进行界定，并对服务外包的相关理论进行梳理，为进行分析长春市服务外包产业的发展提供理论基础；接下来，介绍我国服务外包产业发展的现状和长春市服务外包产业发展的现状，结合长春市的实际情况，分析长春市发展服务外包产业的有利条件、发展特点以及存在的问题；通过查阅、搜集统计年鉴、政府网站等方式，整理到近五年长春市服务外包产业发展的相关数据，对影响长春市服务外包产业发展的相关因素进行灰色关联分析，，为更有针对性地制定长春市服务外包产业发展的相关政策提供依据；随后，运用近五年长春市服务外包产业营业收入数据，对未来三年长春市服务外包产业规模进行灰色预测分析；最后，结合前面的研究结果，从产业基础建设、对外开放和科技与人力三个方面为长春市发展服务外包产业提出有针对性的建议和意见。
[Abstract]:With the emergence of global economic industrial structure upgrading and industrial transfer, service outsourcing has increasingly become an important carrier for the modernization of services and the development of economic globalization. Service outsourcing has gradually become an important emerging industry to strengthen the core competitiveness of enterprises, integrate the value chain, promote international division of work and cooperation, and enhance national competitive advantage. As a "sunshine industry" with low energy consumption, low pollution and high added value, service outsourcing industry is favored by more and more countries and regions. Changchun, as one of the most important industrial towns in northeast China, has been developing traditional industry, which has made great contribution to the economic development of Changchun. However, with the development of society, the traditional extensive mode of economic development has brought many problems, such as high energy consumption, high pollution and low added value, which conflicts with the goal of developing green economy and forming sustainable development in Changchun. The service outsourcing industry, as a new green and high-tech industry, plays an important role in changing the mode of economic growth, adjusting the industrial structure, improving the level of science and technology, and enhancing the international competitiveness in Changchun. Therefore, how to make full use of the opportunity of industrial transfer between regions, give full play to their own advantages, vigorously develop service outsourcing industry, and promote the economic growth of Changchun to achieve sound and rapid development has undoubtedly become an important issue. Firstly, the paper introduces the background and significance of the research on the service outsourcing industry in Changchun, and combs the research status of the related theories of service outsourcing, and explains the research framework and application methods of the paper. Then the related concepts and classification of service outsourcing are defined, and the related theories of service outsourcing are combed to provide a theoretical basis for the analysis of the development of service outsourcing industry in Changchun. This paper introduces the status quo of service outsourcing industry development in China and the service outsourcing industry in Changchun city, and analyzes the favorable conditions, development characteristics and existing problems of service outsourcing industry development in Changchun City combined with the actual situation of Changchun City. Through consulting, collecting statistical yearbooks, government websites and so on, collating the relevant data of service outsourcing industry development in Changchun in the past five years, and carrying on the grey correlation analysis to the relevant factors that affect the development of service outsourcing industry in Changchun. To provide a basis for more targeted development of the service outsourcing industry in Changchun, and then to use the revenue data of the service outsourcing industry in Changchun in the past five years. The scale of service outsourcing industry in Changchun in the next three years is analyzed by grey forecast. Finally, combining with the previous research results, from the perspective of industrial infrastructure construction, The opening to the outside world, science and technology and human resources three aspects for Changchun City to develop service outsourcing industry put forward targeted suggestions and opinions.
