皖北地区农业发展的金融服务支持研究

【摘要】：农业自古以来就是我们国家国民经济笈展的重要基础,并且农村经济发展水平和农村社会是否稳定与农业的发展水平不可分割,而且也关系到我国国民经济的发展和安全稳定。因此,农业发展中存在的资金问题对促进农业经济快速健康发展的重要保障。皖北地区国土面积广阔,人口众多,具有承东启西、连南通北的区位优势,是全国农业特别是粮食生产主产区,农业在皖北地区经济中占据非常重要的地位,农业生产的稳定增长对提高农民的人均收入、以及全省经济的快速持续发展都有着重要的意义。然而从宏观上来看,皖北地区农业产业化进程相对缓慢,农业生产较为分散,农业规模化经营水平较低,资金不能得到满足是制约农业发展的重要原因。所以,加快对农业的金融服务支持,对促进农业的发展,农民的增收,以及农村的繁荣稳定具有重要意义。本文在借鉴国内外相关理论研究的基础上,基于金融服务支持的视角,围绕皖北地区的农业发展,通过对皖北地区农业经济现状深入分析,特别是对金融支持农业发展的主要模式的分析,探究皖北地区农业发展的金融需求以及存在的问题,提出完善皖北地区金融支农体系的对策和建议。第一部分是金融支持的相关理论依据,主要包括相关概念的内涵界定和相关的理论研究借鉴,这是分析皖北地区金融支持的重要理论支撑；第二部分是对皖北地区的区位状况和新型农业经营主体的概述和总结,这是进行皖北地区金融支持的背景支撑；第三部分是金融支持农业发展的主要模式；第四部分是金融服务皖北地区农业发展存在的问题；最后一部分提出了相关对策建议,特别是针对新型农业经营主体发展模式提出了公司+专业组织+农户+信贷模式、“银行+保险+企业”抵押融资模式以及农户+担保公司+政府贴息小额信贷模式的对策建议,希望能够为皖北地区的经济发展尤其是农业发展提出有利的建议。
[Abstract]:Agriculture has been the important foundation of our national economic development since ancient times, and the level of rural economic development and the stability of rural society can not be separated from the level of agricultural development, and it is also related to the development and security of our national economy. Therefore, the problem of funds in agricultural development is an important guarantee to promote the rapid and healthy development of agricultural economy. The area of northern Anhui is vast, with a large population, with a geographical advantage of connecting the east with the west, and Nantong from the north. It is the main agricultural area in China, especially the grain production area, and agriculture occupies a very important position in the economy of the northern Anhui Province. The steady growth of agricultural production is of great significance to increase the per capita income of farmers and the rapid and sustainable development of the province's economy. However, from the macro point of view, the process of agricultural industrialization in northern Anhui is relatively slow, the agricultural production is more dispersed, the level of large-scale agricultural management is low, and the funds can not be satisfied are the important reasons that restrict the development of agriculture. Therefore, it is of great significance to accelerate the support of financial services to agriculture, to promote the development of agriculture, to increase farmers' income, and to promote the prosperity and stability of rural areas. Based on the relevant theoretical research at home and abroad, based on the perspective of financial service support, this paper focuses on the agricultural development in the north of Anhui Province, through the in-depth analysis of the current situation of agricultural economy in the northern part of Anhui Province. In particular, the paper analyzes the main modes of financial support for agricultural development, probes into the financial needs and existing problems of agricultural development in Northern Anhui, and puts forward some countermeasures and suggestions for perfecting the financial support system in Northern Anhui. The first part is the relevant theoretical basis of financial support, including the definition of related concepts and related theoretical research, which is an important theoretical support for the analysis of financial support in Northern Anhui; The second part is the overview and summary of the location situation and the new agricultural management subject in the north of Anhui, which is the background support for the financial support in the north of Anhui, the third part is the main mode of financial support for agricultural development. The fourth part is the problems existing in the development of agriculture in the north of Anhui Province. In the last part, the author puts forward some countermeasures and suggestions, especially puts forward the credit model of company professional organization farmers for the development mode of new agricultural management main body. The countermeasures and suggestions of mortgage financing mode of "bancassurance enterprise" and government discount micro-credit mode of peasant household guarantee company hope to put forward favorable suggestions for the economic development in northern Anhui, especially for agricultural development.
