【摘要】:近年来,随着湖南省经济发展速度的逐渐加快,城镇化水平的大幅提高以及工业、农业的迅猛发展,使得湖南省对水资源的需求日益加大,而水资源的供需问题直接关系着人类的生产生活以及社会经济的可持续性发展。因此,必须加快建立有效的应对机制解决日益突出的水资源供需矛盾,提高水资源的使用效率,优化水资源配置,促进水资源的可持续性使用,而科学合理的水价正是上述有效实施的关键。目前,湖南省灌溉水价严重偏低,水资源定价机制极不合理,水费征收率也较低,这严重影响了湖南省水利工程事业的健康可持续发展。灌溉水价过低,一方面造成水管单位入不敷出,财务状况不佳,难以维持正常运行,更无多余资本对供水工程进行维护保养;另一方面,灌溉水价过低造成水资源浪费严重,不利于水资源的持续性使用。所以,本文对湖南省灌区农业灌溉水价的研究具有重要意义。本文以公共产品理论和水权交易理论为基础,分析湖南省灌区农业灌溉水价定价机制不合理的问题。首先,采用文献研究法,通过对研究的背景及国内外研究进展情况进行对比分析,并对水资源和水价有关的理论概念进行阐述,确定基本的论文思路。其次,从灌溉供水者(供水工程)和灌溉用水者(农户)两个角度,并结合外部性有关理论,对灌溉水价进行综合分析,确定合理农业灌溉水价定价机制。再次,通过湖南岳阳铁山灌区的实证分析探讨灌溉水价机制运行的可行性。最后,就湖南省灌区农业灌溉水价合理制定提出相应的对策建议。通过研究得出,采用“全成本模型”并兼顾考虑农民用水承受能力定价的模式在湖南省灌区具有实践的可行性,农业灌溉水价定价机制的创新设计,有利于促进我国水利事业的健康发展、农业生产持续稳定以及水资源的可持续性使用。
[Abstract]:In recent years, with the gradual acceleration of the economic development of Hunan Province, the level of urbanization and the rapid development of industry and agriculture, the demand for water resources in Hunan Province is increasing day by day. The supply and demand of water resources is directly related to the production and life of human beings and the sustainable development of social economy. Therefore, it is necessary to accelerate the establishment of an effective mechanism to solve the increasingly prominent contradiction between supply and demand of water resources. To improve the efficiency of water use, optimize the allocation of water resources, promote the sustainable use of water resources, and the scientific and reasonable water price is the key to the effective implementation. At present, the irrigation water price in Hunan Province is on the low side. The pricing mechanism of water resources is extremely unreasonable, and the rate of water charge is low, which seriously affects the healthy and sustainable development of water conservancy projects in Hunan Province. The low price of irrigation water, on the one hand, results in more than enough income for water mains. Financial situation is not good, difficult to maintain normal operation, much less spare capital for water supply project maintenance; On the other hand, the low price of irrigation water causes a serious waste of water resources, which is not conducive to the sustainable use of water resources. This paper is of great significance to the study of agricultural irrigation water price in irrigation area of Hunan Province. This paper is based on the theory of public goods and the theory of water right trade. This paper analyzes the unreasonable pricing mechanism of agricultural irrigation water price in irrigation area of Hunan Province. First of all, by using the literature research method, through the background of the research and research progress at home and abroad to carry on the comparative analysis. And water resources and water prices related to the theoretical concept of the definition of the basic ideas. Secondly, from the irrigation water supply (water supply project) and irrigation water users (farmers) two angles. Combined with the theory of externality, the comprehensive analysis of irrigation water price is carried out to determine the reasonable pricing mechanism of agricultural irrigation water price. Through the empirical analysis of Yueyang Tieshan Irrigation District, the feasibility of irrigation water price mechanism operation is discussed. Finally, the reasonable formulation of agricultural irrigation water price in Hunan Province Irrigation District is put forward. It is feasible to adopt "full cost model" and take into account the pricing model of farmers' water affordability in Hunan irrigation district, and the innovative design of pricing mechanism of agricultural irrigation water price. It is beneficial to promote the healthy development of water conservancy in China, the sustained stability of agricultural production and the sustainable use of water resources.
