自由贸易协定、制度环境与跨境贸易人民币结算

【摘要】：围绕中国实施自由贸易区战略背景下如何扩大跨境贸易人民币结算这一重要议题,本文采用2009—2014年中国对178个国家或地区的跨国面板数据,运用Heckman两阶段选择模型和倾向得分匹配法克服样本选择性偏误,并划分货物贸易协定与服务贸易协定,区分自由贸易协定缔结对象的经济发展差异,以及考虑自由贸易协定与制度环境的交互特征,实证考察自由贸易协定对跨境贸易人民币结算的影响。研究发现,中国与贸易对象国或地区签署自由贸易协定会促进跨境货物贸易而非服务贸易的人民币结算;服务贸易协定有利于跨境货物贸易人民币结算,对跨境贸易人民币结算的促进效应强于货物贸易协定;"南北型"自由贸易协定对跨境贸易人民币结算的促进作用强于"南南型";自由贸易协定有助于弥补中国制度缺失,促使中国与制度环境较好的国家或地区开展跨境贸易人民币结算业务。当前新形势下,中国应强化自由贸易区顶层运筹,注重自由贸易试验区的制度创新,加快推进服务贸易自由化与便利化,重视与发达国家或制度环境较好的国家缔结自由贸易协定,以发挥自由贸易协定对跨境贸易人民币结算的促进效应,夯实人民币国际化的基础。
[Abstract]:Focusing on the important issue of how to expand the RMB settlement of cross-border trade in the context of China's implementation of the free trade area strategy, this paper uses China's transnational panel data for 178 countries or regions from 2009-2014. Using the Heckman two-stage selection model and tendency score matching method to overcome the sample selectivity bias, and to divide the goods trade agreement and the service trade agreement, and to distinguish the economic development difference between the parties to the free trade agreement. Considering the interactive characteristics of free trade agreement and institutional environment, this paper empirically examines the impact of free trade agreement on RMB settlement of cross-border trade. The study found that the conclusion of free trade agreements between China and the target countries or regions will promote RMB settlement of cross-border trade in goods rather than services, and trade agreements in services will facilitate the settlement of cross-border trade in goods in renminbi. The facilitation effect of RMB settlement in cross-border trade is stronger than that of goods trade agreement; the promotion effect of "North-South" free trade agreement is stronger than that of "South-South type" in cross-border trade RMB settlement; and free trade agreement helps to make up for the lack of Chinese system. Urges China to carry out cross-border trade RMB settlement business with countries or regions with better institutional environment. Under the new situation, China should strengthen the top-level operation of the free trade zone, pay attention to the institutional innovation of the free trade experimental area, and accelerate the liberalization and facilitation of trade in services. Emphasis should be placed on concluding free trade agreements with developed countries or countries with better institutional environment in order to give play to the facilitating effect of free trade agreements on RMB settlement of cross-border trade and to consolidate the foundation of RMB internationalization.
