【摘要】：党的十八大及十八届三中全会提出推进体制机制改革创新,建立合理的空间规划体系的目标,切实推进政府规划的协调,对于同一管辖对象的政府规划手段进行必要的合并和调整,是政府职能改革的重要举措之一,也是推进国家治理体系和治理能力现代化必然需要面对的难题之一。适时推进我国多种规划融合的研究和实践,已迫在眉睫并已纳入国家和地方政府的重要工作议程。而市县空间是我国探索多种规划融合及体制机制创新的基本单元,以市县为实证,探索研究多种规划的融合和协调,具有学术和现实意义。本文在分析研究开展多规融合的背景、意义基础上,从多规融合及其相关概念入手,结合国内外相关理论研究和实践成果,提出了市县及研究案例地——开化县开展多规融合实践的基本思路和方法,并以开化县作为实证,提出了空间管控、协调管理等方面的具体举措。同时,在案例分析基础上,提出了本次研究的主要成效和不足,以及下一步开展多规融合研究需要关注的若干方面。
[Abstract]:The 18 Party Congress and the third Plenary session of the 18 CPC Central Committee put forward the goal of promoting the reform and innovation of system and mechanism, establishing a reasonable spatial planning system, and promoting the coordination of government planning. It is one of the important measures of government function reform to combine and adjust the government planning means of the same jurisdiction object. It is also one of the problems that must be faced to promote the modernization of national governance system and governance capacity. The city and county space is the basic unit of our country to explore the integration of various planning and institutional mechanism innovation, taking the city and county as the demonstration. It is of academic and practical significance to explore and study the fusion and coordination of multi-planning. Based on the analysis of the background and significance of multi-planning integration, this paper starts with multi-planning integration and its related concepts. Combined with the domestic and foreign related theoretical research and practical results, put forward the city and county and the case study of Kaihua County to carry out the practice of multi-planning integration basic ideas and methods, and take Kaihua County as an example, put forward the spatial management and control. At the same time, on the basis of case analysis, this paper puts forward the main achievements and shortcomings of this study, as well as some aspects that need to be paid attention to in the next step of multi-planning fusion research.
