【摘要】:20世纪末到21世纪初,我国城市发展进入白热化阶段,但是社会快速发展所带来的环境安全问题日益严重,环境问题随之而来的灾害频发会滞后社会的稳定发展。城市公园的防灾设计作为城市安全规划与设计运作的重要手段及成果之一,是解决城市安全问题的关键。本文以哈尔滨兆麟公园为研究对象,运用城市防灾学的相关理论,在城市防灾理念的框架下对哈尔滨兆麟公园环境的防灾设计进行合理定位,梳理出重要的影响因子,从防灾背景、分析过程与设计要素上提出解决方案,解决城市公园在防灾设计方面的问题。找出具有实际意义的宏观策略与可操作性实践经验。研究城市公园的防灾策略问题,应从灾害特性、基本理论与相关技术文件的指导入手。城市公园的防灾策略是结合城市防灾上位规划、区域政策要求与公园环境设计意向,转化为设计实施的媒介型文件。我国在理论上大量借鉴国外成熟的政策方法,缺乏适宜本国国情的研究,在实践上缺乏凸显区域环境特点的完整策略编制,所以应结合国情提出有针对性的城市公园防灾避险问题并找到有益的建议与策略方法。通过对哈尔滨市兆麟公园环境的防灾优化研究,力求与我国各城市其他公园的设计实施相结合,运用防灾学相关理论,在城市防灾理念的背景下对城市公园的设计进行防灾优化定位,在梳理相关影响因素的过程中,总结出可行性措施和有实际意义的指导经验。为城市公园设计的实践者,设计师带来新参考,更加理性科学地规划设计城市公园,最终形成合理完善的城市防灾体系。
[Abstract]:From the end of 20th century to the beginning of 21th century, the urban development of our country has entered the stage of white-hot, but the environmental security problem brought by the rapid development of society is becoming more and more serious. Environmental problems followed by frequent disasters will lag behind the stable development of society. Urban park disaster prevention design as an important means of urban safety planning and design operation and one of the achievements. It is the key to solve the problem of urban safety. This paper takes Harbin Zhaolin Park as the research object and applies the relevant theories of urban disaster prevention. In the framework of the concept of urban disaster prevention, the environmental disaster prevention design of Harbin Zhaolin Park is reasonably positioned, and the important influencing factors are sorted out, and the solutions are put forward from the disaster prevention background, analysis process and design elements. To solve the problems in disaster prevention design of urban parks, to find out the practical macroscopic strategies and practical operational experience, and to study the disaster prevention strategy of urban parks, we should take disaster characteristics into account. The urban park disaster prevention strategy is combined with urban disaster prevention upper planning, regional policy requirements and park environmental design intention. Our country draws lessons from the foreign mature policy method in theory, lacks the research suitable for the national condition, lacks in the practice the complete strategy compilation which highlights the regional environment characteristic. Therefore, it is necessary to put forward the problem of disaster prevention and avoidance of urban parks in combination with the national conditions and find some useful suggestions and strategies. Through the study on the environmental disaster prevention and optimization of Zhaolin Park in Harbin. It tries to combine with the design and implementation of other parks in cities of our country, using the relevant theory of disaster prevention, under the background of the concept of urban disaster prevention, the design of urban parks is optimized for disaster prevention and positioning. In the process of combing relevant influencing factors, the feasibility measures and practical guidance experience are summarized, which will bring new reference to the practitioners and designers of urban park design. More rational and scientific planning and design of urban parks, the formation of a reasonable and perfect urban disaster prevention system.
