政府监管绿色建筑施工的有效性研究

【摘要】：前段时间,前央视记者柴静,推出了她自费拍摄的雾霾深度调查纪录片《穹顶之下》,引爆了公众对环境污染的关注。随着社会对环境保护意识的增强,可持续发展的理念也深入人心。而作为城市污染重要来源的建筑行业,更需要通过一种“绿色”方式来降低建筑业对环境破坏的程度。绿色建筑是在维持基本生态环境平衡条件下充分利用自然环境资源建造的一种建筑,更顺应当今社会发展的趋势。绿色建筑施工阶段作为实现节能减排和充分利用资源的关键环节,是推动绿色建筑健康稳定发展的重要组成部分。在绿色建筑施工过程中,政府通过一系列必要的政策措施指导和规范绿色建筑的各方面,发挥其宏观调控的作用,才能让绿色建筑的终极目标得以实现。本文由目前建筑业存在的质量问题及监管不力的现状推及绿色建筑的发展情况,对绿色建筑施工监管过程中政府的效率进行分析并提出对策建议。主要内容如下:首先,论文先是针对国内外绿色建筑发展状况进行了分析对比,得知不论是研究发展的时间还是发展的程度,我国都明显落后于一些发达国家,因此各国发展绿色建筑使用的不同政策方法,均可作为我国借鉴参考的资源。随后根据我国发展现状提出了我国绿色建筑在观念、技术、制度上存在的问题。其次,将绿色建筑过程中较为重要的环节,同时也是关系整个绿色建筑活动质量的关键环节,即绿色施工部分进行了阐述,提出目前阶段我国存在的施工不足,并做了简单分析和提出部分建议。最后,从不同角度分析了我国政府目前对建筑业尤其是绿色建筑产业监管方面存在的问题,重点提出了改善的建议,即从制度、职责、手段、人才、技术、宣传六个方面推进,以此提高其监管作用,确保绿色建筑在今后的发展时期上升到一个新高度。
[Abstract]:Recently, Chai Jing, a former CCTV reporter, launched her own haze in-depth investigation documentary, under the Dome, triggering public concern about environmental pollution. With the strengthening of social awareness of environmental protection, the concept of sustainable development is deeply rooted in people's hearts. As an important source of urban pollution, the construction industry needs to reduce the environmental damage through a "green" way. Green building is a kind of building which makes full use of natural resources under the condition of maintaining the balance of basic ecological environment, and conforms to the trend of social development. As a key link to realize energy saving and emission reduction and to make full use of resources, the construction stage of green building is an important part of promoting the healthy and stable development of green building. In the process of green building construction, the government can realize the ultimate goal of green building by guiding and standardizing all aspects of green building through a series of necessary policies and measures, and exerting its macro-control function. Based on the quality problems existing in the current construction industry and the current situation of weak supervision and the development of green buildings, this paper analyzes the efficiency of the government in the process of supervision of green building construction and puts forward some countermeasures and suggestions. The main contents are as follows: first of all, the paper analyzes and compares the development of green buildings at home and abroad, and finds that our country is obviously lagging behind some developed countries in terms of the time and degree of research and development. Therefore, different policies and methods for the development of green buildings can be used as reference resources in China. Then, according to the development of our country, the paper puts forward the problems in concept, technology and system of green building in our country. Secondly, the more important link in the process of green building and the key link related to the quality of the whole green building activity, namely, the green construction part, are expounded, and the shortage of construction in our country at the present stage is pointed out. And made a simple analysis and put forward some suggestions. Finally, from different angles, this paper analyzes the problems existing in the supervision of the construction industry, especially the green building industry, and puts forward some suggestions for improvement, that is, from six aspects: system, duty, means, talent, technology and propaganda. In order to enhance its regulatory role, to ensure that green buildings in the future development to a new height.
