基于自由贸易区视角下的南宁综合保税区规划布局研究

【摘要】：中国共产党的十八大提出要加快实施自由贸易区战略的意见,并将该战略的实施作为中国新一轮对外开放的重要内容。在此背景下,国务院于2013年8月批准设立中国(上海)自由贸易试验区。作为中国经济新的试验田,上海自贸区推行了一系列改革措施,极大的推动了贸易便利化,建设自由贸易园区也成为了中国海关特殊监管区的下一步改革方向。作为我国面向东南亚开放的重要节点城市,南宁市目前正在运营的是南宁保税物流中心,面临由保税物流中心向综合保税区的转型升级。在我国已开始设立自贸区的今天,面对对外贸易整体结构转变、外贸政策巨大改革的形势,在起步阶段谋划好南宁综合保税区的规划布局,使之契合自由贸易区的发展趋势具有重要的现实意义。本文以南宁综合保税区总体规划作为研究对象,通过分析我国海关特殊监管区发展历程和国内自由贸易园区相对于综合保税区在产业结构、功能导向的升级和空间布局影响,认为国内自由贸易区的发展将由市场发挥主导作用,在未来产业上具有不确定性。因此,对于以自由贸易区为发展方向的综合保税区而言,在规划布局上必须具有足够的弹性以应对新的产业发展需求。在应对策略上提出“区域联动发展”促进与周边区域融合、“弹性空间发展”应对新的产业发展需求、“功能复合发展”促进自由贸易区各类功能融合。从发展自由贸易区的视角对南宁综合保税区原有规划布局分析,指出南宁综合保税区在规划布局上存在的主要问题,从产业布局、用地布局、交通规划三个方面提出规划对策,研究提出基于自由贸易区的南宁综合保税区合理规划布局方案,为广西及其他地区由综合保税区向自由贸易区的转型升级在规划建设方面提供借鉴。本文的创新之处是从中国自由贸易区的角度对南宁综合保税区规划布局进行研究,将土地复合利用、规划路网刚弹性结合概念引入到南宁综合保税区的规划布局中,为未来新业态的产生和其他服务领域的开放,在地块空间管控上留足弹性空间,提高规划的可操作性和可实施性。
[Abstract]:The 18th National Congress of the Communist Party of China put forward the idea of speeding up the implementation of the strategy of free trade area and regarded the implementation of the strategy as an important part of China's new round of opening to the outside world. In this context, the State Council approved the establishment of China (Shanghai) Free Trade Test Zone in August 2013. As a new experimental field of Chinese economy, Shanghai Free Trade Zone has carried out a series of reform measures, which has greatly promoted trade facilitation, and the construction of free trade park has become the next reform direction of China Customs Special Supervision Zone. As an important node city of our country facing the opening of Southeast Asia, Nanning City is currently operating Nanning bonded Logistics Center, facing the transition from bonded Logistics Center to Comprehensive bonded Zone. Today, when China has begun to set up a free trade zone, in the face of the overall structural transformation of foreign trade and the huge reform of foreign trade policy, in the initial stage, it has planned well the planning and layout of the Nanning Comprehensive Free Trade Zone. It is of great practical significance to make it fit with the development trend of free trade area. This paper takes the overall planning of Nanning Comprehensive bonded area as the research object, through the analysis of the development course of the special customs supervision area of our country and the influence of the industrial structure, the function orientation upgrade and the spatial layout of the domestic free trade park in relation to the integrated bonded zone. It is believed that the development of domestic free trade zones will be dominated by the market and will be uncertain in the future. Therefore, for the free trade zone as the development direction of the comprehensive bonded area, the layout of the planning must be flexible enough to meet the needs of new industry development. In response strategy, "regional linkage development" to promote the integration with the surrounding regions, "elastic space development" to meet the new demand for industrial development, "functional complex development" to promote the integration of various functions of the free trade area. From the perspective of developing free trade area, the paper analyzes the original planning layout of Nanning Comprehensive bonded area, points out the main problems existing in the planning and layout of Nanning Comprehensive bonded area, and puts forward the planning countermeasures from three aspects: industrial layout, land use layout and traffic planning. This paper puts forward a reasonable planning and layout scheme of Nanning Comprehensive bonded area based on Free Trade area, which provides a reference for Guangxi and other regions to transform and upgrade from Comprehensive bonded area to Free Trade area in planning and construction. The innovation of this paper is to study the planning and layout of Nanning Comprehensive bonded area from the perspective of China Free Trade area, and introduce the concept of land use, rigid elastic planning road network into the planning layout of Nanning Comprehensive bonded area. For the emergence of new business and the opening of other service fields in the future, enough flexible space will be left in land space control to improve the maneuverability and implementability of the planning.
