【摘要】：城镇化是世界各国实现现代化和工业化发展的重要过程。城镇化主要指农村的人口向城镇进行转移,第二产业及第三产业不断的向城镇集聚,扩大城镇规模的历史过程。主要特点是随着一个国家或者一个地区科学技术的进步和社会生产力的发展,产业结构不断的进行调整,使得农村人口居住地点进行了转移,农村劳动力从事的职业也将转移到城镇第二、三产业。目前,世界各地的城镇化水平基本超过50%,很多居民都在城市居住。人口城镇化与土地城镇化是城镇化建设的重要组成部分,处理好人口与土地的关系是中国确保国家体制稳定、社会趋于公平、推动农民生产生活以农转非和城镇化可持续发展的关键；城镇化均衡发展不仅体现在城镇化与工业化、农业现代化的统筹发展,更需要城镇化内部结构的协调发展。总而言之,城镇化进程既需要宏观调控、科学统筹发展,同时也需要内部整齐划一、协同并进,因此人口城镇化与土地城镇化均衡发展政策的正确制定对城镇化发展有着重要的意义。“十二五”是全面建设小康社会的关键时期,也是黑龙江省发展城镇化的关键时期,针对黑龙江省城镇化发展的实际现状,研究从均衡发展政策支持的角度加速城镇化发展进程,对黑龙江省城镇化的发展具有较强的针对性和实践意义。从城镇化均衡发展政策的相关基础理论入手,首先对城镇化及人口城镇化与土地城镇化的内涵进行界定；在梳理了建国以来我国城镇化政策发展历程的同时对相关理论进行了归纳总结。其次,在黑龙江省人口城镇化与土地城镇化发展政策回顾的基础上,重点分析了黑龙江省人口城镇化发展政策与土地城镇化发展政策在制定、实施和评估中存在的问题并分析了成因；在此基础上,运用数据与表格、图示分析法对均衡发展政策促进黑龙江省人口与土地城镇化发展战略环境进行剖析,并从战略组合中找出黑龙江省最适合的战略选择；然后,通过对美国、日本和巴西等城镇化发达国家城镇化发展政策措施进行深入分析,并结合我国国内城镇化发展先进省份人口城镇化政策与土地城镇化政策措施经验,提出黑龙江省实施人口城镇化与土地城镇化均衡发展政策应该借鉴之处。最后,针对黑龙江省实施人口城镇化与土地城镇化均衡发展的政策,结合之前的分析和国内外经验借鉴,从加速人口政策的改革与实施、完善土地使用保护政策体系、完善城镇公共财政政策框架、落实就业政策与社会保障政策四方面提出完善均衡发展政策体系促进黑龙江省人口城镇化与土地城镇化均衡发展的具体对策措施。
[Abstract]:Urbanization is an important process of realizing modernization and industrialization development in various countries in the world. Urbanization mainly refers to the transfer of rural population to cities and towns, and the agglomeration of secondary and tertiary industries to cities and towns. The historical process of expanding the scale of cities and towns is characterized by the continuous adjustment of industrial structure with the progress of science and technology and the development of social productive forces in a country or a region. As a result, the rural population living place has been transferred, and the occupation of rural labor force will also be transferred to the second and third industries of cities and towns. At present, the level of urbanization in various parts of the world is basically more than 50%. Many residents live in cities. Population urbanization and land urbanization is an important part of urbanization construction. To handle the relationship between population and land is to ensure the stability of the national system and social equity. The key to the sustainable development of farmers' production and life is the transformation of agriculture and urbanization; The balanced development of urbanization is not only reflected in urbanization and industrialization, the overall development of agricultural modernization, but also the coordinated development of the internal structure of urbanization. Scientific overall development, but also the need for internal uniformity, coordinated progress. Therefore, the correct formulation of the balanced development policy of population urbanization and land urbanization is of great significance to the development of urbanization. The 12th Five-Year Plan is the key period for building a well-off society in an all-round way. It is also a key period for the development of urbanization in Heilongjiang Province. In view of the actual situation of urbanization in Heilongjiang Province, this paper studies accelerating the development of urbanization from the perspective of balanced development policy support. The development of urbanization in Heilongjiang Province has strong pertinence and practical significance. Starting with the basic theory of urbanization balanced development policy, this paper defines the connotation of urbanization, population urbanization and land urbanization. After combing the development of urbanization policy since the founding of the people's Republic of China, the author summarizes the relevant theories. Secondly, on the basis of the review of the development policy of population urbanization and land urbanization in Heilongjiang Province. The problems in the formulation, implementation and evaluation of population urbanization policy and land urbanization development policy in Heilongjiang Province are analyzed and the causes are analyzed. On this basis, the use of data and tables, graphical analysis of balanced development policies to promote the population and land urbanization in Heilongjiang Province strategic environment analysis. And from the strategic combination to find out the most suitable strategic choice in Heilongjiang Province; Then, through the United States, Japan and Brazil and other urbanization developed countries to carry out in-depth analysis of urbanization development policies and measures. And combined with the domestic urbanization of advanced provinces population urbanization policy and land urbanization policy and measures experience. Put forward the implementation of population urbanization and land urbanization balanced development policy in Heilongjiang Province should be used for reference. Finally, the implementation of population urbanization and land urbanization balanced development policy in Heilongjiang Province. Combined with the previous analysis and domestic and foreign experience, from accelerating the reform and implementation of population policy, improve the policy system of land use protection, improve the framework of urban public finance policy. Four aspects of implementing employment policy and social security policy are put forward to perfect the policy system of balanced development to promote the balanced development of population urbanization and land urbanization in Heilongjiang Province.
