完善我国廉租房政策对策分析

【摘要】：廉租房政策作为国家保障性住房政策体系的重要组成部分，其完善与否直接影响国家保障性住房政策的目标效果。廉租房政策，，从无到有经历了不断完善的过程，这些政策为促进我国廉租房的实践提供必要的政策支持。但是在廉租房政策实施进程中，不少城市是象征意义大于实际意义，其廉租房建设的规模并不能解决低收入群体的住房困境。在住房制度改革的背景下，从1998年开始,我国陆续颁布各种有关廉租房的政策,但是政策的执行却不尽如人意,廉租房政策在事实上被架空。究其原因，除政策环境因素影响和主体执行不力外，政策本身的不完善是导致政策执行偏差的主要原因。本文从廉租房政策的主要内容出发，对实施以来不同阶段的具体政策进行梳理，从政策蕴含的理念、运行的机制、涵盖的标准这三个要素出发，分析政策存在的问题及原因，从完善政策理念、健全机制及标准设计的科学性三个方面探寻完善廉租房政策的路径和措施。
[Abstract]:Low-rent housing policy as an important part of the national affordable housing policy system, its perfection directly affects the goal of the national affordable housing policy. Low-rent housing policy, from scratch to have experienced continuous improvement process, these policies to promote the practice of low-rent housing to provide the necessary policy support. However, in the process of implementing low-rent housing policy, many cities are more symbolic than practical significance, and the scale of low-rent housing construction can not solve the housing plight of low-income groups. Under the background of housing system reform, since 1998, China has promulgated a variety of low-rent housing policies, but the implementation of the policy is not satisfactory, the low-rent housing policy is in fact empty. In addition to the influence of the policy environment factors and the weak implementation of the main body, the imperfect policy itself is the main reason leading to the deviation of the policy implementation. Starting from the main contents of the low-rent housing policy, this paper combs the specific policies in different stages since the implementation, and analyzes the problems and reasons of the policy from the three elements of the concept, the operating mechanism and the standards covered by the policy. This paper probes into the path and measures to perfect the low rent housing policy from three aspects: perfecting the policy idea, perfecting the mechanism and the scientific design of the standard.
