【摘要】： 世纪之交，作为面向21世纪的重大战略决策，国家正式提出启动西部大开发。西部的产业发展不平衡，而且产业结构落后，因此，西部大开发的过程首先是西部产业调整、开发的过程，，究其根本，即产业转型问题。产业转型问题的提出源于世界各国对于产业问题的实践，目前虽然有欧洲、日本许多产业转型的成功事例，但都缺乏有效的理论整理和分析，尚不能从系统的高度全面把握转型过程。本文将产业转型相关理论应用于西部开发中，对西部产业转型的环境进行分析。论文基于相关理论(产业经济学、区域经济学、系统工程学、信息系统学等)的思想，并结合外部调研的数据，运用比较分析和归纳的方法界定了产业转型的广义概念，提出产业转型的一般流程；指出产业转型环境分析的概念及必要性，在大量事例的基础上总结环境要素，构建定性的环境评价体系；应用系统工程理论与地理信息系统理论，介绍定量的评估方法；最后从西部产业的实际情况出发，应用产业转型环境评价体系，评估目前西部产业转型环境要素的支撑能力，找出关键要素，并给出相应政策建议。
[Abstract]:At the turn of the century, as a major strategic decision for the twenty-first Century, China formally launched the western development. The industrial development is not balanced, and the backward industrial structure, therefore, the process of western development is the industrial adjustment in the west, the development process, the fundamental reason is the problem of the industrial transformation.
The problem of industrial transformation is originated from the practice of industrial problems in the world. Although there are many successful cases of industrial transformation in Europe and Japan, there is no effective theoretical arrangement and analysis.
In this paper, the application of relevant theories on industrial transformation in the western development, analyze the transformation of the western industrial environment. Based on the related theory (industrial economics, regional economics, system engineering, information systems, etc.) thought, combined with external research data, using the method of comparative analysis and inductive definition of the generalized concept of industrial transformation the proposed general process of industrial transformation; pointed out the concept of industrial transformation and the necessity of environmental analysis, environmental factors summarized based on a large number of examples on the environmental evaluation system of building qualitative; application system engineering theory and the geographic information system theory, the quantitative evaluation method; finally from the actual situation of the western industry, application industrial transformation and environment evaluation system, evaluate the current environmental factors of the transformation of western industrial supporting capacity, find out the key factors, and gives the corresponding policy recommendations.
