区域经济综合竞争力理论研究与实证分析

【摘要】： 二十世纪80年代以来，尤其是进入90年代后，伴随着中国地方政府管理和调控区域经济发展的权力和能力的不断提高，，区域经济竞争力也成为理论界和各方面日益关注的一个热点。越来越多的人认识到，加快区域经济的发展，很重要的一条就是着力提升区域经济综合竞争力。但是，区域经济综合竞争力到底有什么内涵?如何进行定性和定量分析?为了回答这一系列的问题，本人在研究中综合运用经济竞争理论、区域经济理论、竞争力理论等，借鉴国内外相关研究的初步成果，借助层次分析法、主成份分析法、聚类分析法、资产负债分析法等方法，对区域经济综合竞争力的概念和内涵以及构成要素、如何建立区域经济综合竞争力评价指标体系进行了系统分析研究，在此基础上对中国省域经济综合竞争力进行了实证研究和比较分析，全面展示了省域经济综合竞争力的分布特征及变动趋势，并在深入分析江苏经济综合竞争力的基础上提出了江苏经济综合竞争力发展战略。其主要内容框架为：第一章是导言。主要扼要介绍本研究的起因、相关研究情况，以及研究的思路和框架、研究的方法、研究的结论、主要创新与不足等。第二章是“关于区域经济竞争的理论”。主要回顾与区域经济综合竞争力研究相关的经济竞争理论、区域经济理论以及区域经济竞争力研究已有的成果。其中区域经济竞争力相关研究一节，重点介绍了WEF和IMD关于国家竞争力评价体系、波特的区域竞争力模型、经济日报关于区域经济竞争力评价指标体系、深圳综合开发研究院关于区域经济竞争力的评价指标体系、福建省区域经济竞争力评价指标体系等内容，使大家对国内外竞争力研究的现状和各自特点有了一个更深入全面的了解。第三章是“区域经济综合竞争力的内涵及其分类”。区域经济综合竞争力是综合反映一个地区(区域)的经济实力以及经济发展潜力的整体的评价指标，反映了一个地区经济的潜在竞争力和现实竞争力，主要包括经济的集聚和扩散能力、经济增长能力、经济发展能力、经济与资源的整合能力和创新能力五个方面。区域的发展是多因素综合作用的结果，同样，区域经济综合竞争力也是一个由复杂要素组成的复杂体系，它包括软竞争力和硬竞争力、现实竞争力和潜在竞争力、局部竞争力和整体竞争力等。一般来说，区域经济综合竞争力依赖于区域优势的发挥与劣势的回避。讨论区域经济综合竞争力的构成必须要结合区域优势进行分析。区域优势由比较优势和竞争优势共同组成，比较优势赋予核心竞争力以独特性，是基础；竞争优势突出了区域经济的内生能力，是主导方面；区域比较优势和竞争优势又共同构成了区域经济综合竞争力。第四章是“区域经济综合竞争力的构成要素”。主要在吸纳各方面相关研究的基础上提出区域经济综合竞争力包括软力、硬力和国际化竞争力三个方面、十大类影响因素。软力包括市场化、国民素质、发展质量、科学技术实力、区域管理水平等;硬力则包括发展基础、产业、基础设施、城市等方面。另外，对外经济联系对区域发展的作用也相当明显，外向型经济具有明显的优势。而对外经济联系则取决于区域的软力与硬力的综合发展，从而形成良性循环。一个区域的对外经济联系也成为衡量该区域经济综合竞争力的重要方面。第五章是“区域经济综合竞争力评价指标体系”。主要在前两章分析研究的基础上建立区域经济综合竞争力评价指标体系。区域经济综合竞争力指标体系是在区域经济综合竞争力的构成要素基础上设计的，我们将这些基础的构成要素称为系统层，它们直接支持区域经济综合竞争力这一总体目标。系统层的这些要素是依靠其下层要素支持的，我们将支持系统层的要素成为状态层，表示反映系统层变量的主要状态。这些状态层是由一些具体指标支持的。这样，我们从发展基础、产业竞争力、市场化相对进程、区域发展质量、科技能力、国民素质、区域管理能力、基础设施、国际化水平、城市集聚经济能力这十个方面评价各省市自治区的经济综合竞争力。每个方面包含若干指标和分指标，总共由103个指标或分指标构成。这些指标相应地合成几个状态指数，再由这些状态指数合成10个各地区经济综合竞争力评价体系的支持系统，再由这10个支持系统合成一个地区经济综合竞争力指数(总指数)。第六章是“区域经济综合竞争力分析方法”。主要介绍本研究报告中经常运用的三种方法:层次分析法、聚类分析法和资产负债分析法。应用层次分析法评价区域经济综合竞争力，关键是指标权重的选取。本研究中采取主成分分析，并以变量与第一主成分的相关系数为基础确定变量在同一层次权重。将基本变量层、状态层、系统层等逐级汇总，就得到区域经济综合竞争力指数。、，产、、沪毋 C 凡j .K 兄妈艺润 10L犯‘ 区域经济综合竞争力指数一艺双(艺对( 件lj习其中，碟表示在某个状态层中指标气的权重，Dc。表示在对应状态层中，指标的个数，对表示在某个系统层中，其状态的权重，DC‘表示这一系统中状态的个数，买则是指每一个具体的系统对区域经济综合
