河北省碳市场配额分配问题研究

【摘要】：河北省是我国能源消费和二氧化碳排放的大省,在该省顺利构建碳排放交易体系,对推进全国低碳发展具有重大意义,而碳配额的合理分配是交易机制顺利运行的先决条件。科学开展河北省碳市场配额分配,必须结合河北省情实际,针对国家《碳排放权交易管理暂行办法》赋予的省级决策权限,对碳排放免费分配配额、重点碳交易管理行业、配额免费分配方法和标准三个关键问题开展深入研究,为河北省构建科学可行的碳排放交易体系提供可资借鉴的决策参考。
[Abstract]:Hebei Province is a big province of energy consumption and carbon dioxide emission in China. It is of great significance to build a carbon trading system in Hebei Province to promote the development of low carbon in China. The rational allocation of carbon quotas is a prerequisite for the smooth operation of the trading mechanism. In view of the provincial decision-making authority conferred by the National interim measures on the Management of carbon Emission Rights, three key issues, namely, free allocation quotas, key carbon trading management industries, free quota allocation methods and standards, are studied in depth. For Hebei Province to build a scientific and feasible carbon emissions trading system to provide reference for decision-making reference.
