按生产要素分配相关理论问题研究

【摘要】: 本文从系统整体的角度出发,对按生产要素分配有关理论问题进行了梳理论证。全文共探讨了以下五个问题: 第一、按生产要素分配的界定。首先明确了生产要素是进行生产的必要条件暨稀缺资源,它共包括资本、土地、劳动力、知识、信息等五种要素。其次说明按生产要素分配的对象是价值,而不是使用价值(财富)。再次划分了各要素取得报酬的形式:即资本收入、土地收入、劳动力收入、知识收入、信息收入。最后,探讨了要素收入份额的确定。 第二、按生产要素分配的性质。按生产要素分配作为市场经济条件下的一种中性的分配方式,既不姓“资”也不姓“社”。但社会主义制度下和资本主义制度下的按生产要素分配存在三点区别:二者的目的不同;二者各自的分配形式构成中,哪种分配形式占主体不同;二者是否存在剥削不同。 第三、按生产要素分配的依据。本文评价了把价值创造作为价值分配依据的两种错误观点:使用价值论和物化劳动创造价值论。指出按生产要素分配的正确依据在于生产要素所有权的存在,生产要素本身所具有的一些特性以及现实经济形态的要求。 第四、按生产要素分配与按劳分配的关系。对于二者关系,理论界存在不同观点。其实,按劳分配应属于按生产要素分配的形式之一。 第五、按生产要素分配的意义及其实行措施。按生产要素分配的积极意义体现在人文、民主政治、经济等方面;消极意义体现在收入差距扩大与要素所有者投资公共产品、基础设施较少等方面。实行按生产要素分配建议采取的措施在于:转变思想观念,加快要素市场的发育,转换生产要素价格形成机制,进一步深化市场主体的改革和发育,发挥国家在实行按生产要素分配中的主导作用。 本文的创新在于:1、把总体意义上的劳动细分为经营管理劳动、科技劳动、直接作用于加工对象上的劳动和后勤保障劳动四种,,并对其作了粗略界定。另外,通过界定创新性劳动和常规性劳动,把劳动力划分为创新性劳动力和常规性劳动力两种,从而把通常意义上的作为一种要素的经营管理归到劳动力要素内。2、建立了一个确定各要素所得份额的函数关系P=f(Q_a,Q_l,C,I,S,P_f)。P:要素报酬,Q_a:要素先期投入数量,Q_l:要素先期投入质量,C:要素贡献,I:要素重要性,S:要素稀缺程度,P_f:要素在生产过程中的表现。3、指出要素具有六大特性:有用性、历史性、协同性、稀缺性、可收益性、使用权的可让渡性。
[Abstract]:From the point of view of the system as a whole, this paper discusses the theoretical problems of distribution according to the factors of production. The following five questions are discussed in this paper.
First, definition of distribution according to production factors. Firstly, clear the factors of production are necessary conditions for production and scarce resources, which include capital, land, labor, knowledge, information and other five kinds of elements. Second the object of distribution according to production factors is the value, rather than the value (wealth). The division once again the elements form of return of capital income, land income, labor income, knowledge of income, income information. Finally, the paper discusses the determination of factor income share.
Second, according to the nature of the distribution of production factors. The distribution according to factors of production as a neutral distribution mode under the condition of market economy, is not peculiar to "capitalism" or "socialism". But under the socialist system and capitalist system of distribution according to production factors there are three differences: two the purpose of different form; the distribution form of two respective, which form the dominant distribution is different; the existence of two different exploitation.
Third, the distribution according to factors of production basis. This paper evaluates the value creation as the two kind of wrong idea basis for the distribution of value: value creation on the theory of use value and materialized labor. It is pointed out that according to the correct basis for the distribution of production factors is the ownership of production factors exist, production itself has some characteristics in reality and economy the requirements.
Fourth, the relationship between distribution according to production factors and distribution according to work. There are different views in the theoretical circles for the relationship between the two parties. Actually, distribution according to work should be one of the distribution according to productive factors.
Fifth, distribution according to production factors and the significance of the implementation of measures. According to the positive significance of allocation of production elements embodied in the humanistic, democratic political, economic and other aspects; negative meanings and expand the investment of public goods in the factor owners income gap, infrastructure less etc.. For the distribution of production factors according to the suggested measures is: change idea the concept, accelerate the development of factor markets, conversion factor price formation mechanism, reform and development to further deepen the market, play a leading role in the implementation of the state according to the distribution of production factors in the.
