【摘要】： 本文以我国供水、管道燃气、铁路运输、电力和电信5个自然垄断产业组织为例，系统研究了我国自然垄断产业组织的市场结构、市场行为和市场绩效，并据此提出了优化我国自然垄断产业组织的主要对策。全文共分7章。第1章导论，在提出本文的论题后，对前人的研究成果、本论文研究的理论基础、思路、主要方法、本论文的主要观点和创新进行了概要论述。第2章根据自然垄断、产业组织和规制的内在联系，从理论上研究了自然垄断、产业组织理论和规制理论。第3章重点研究了我国自然垄断产业组织的市场结构，通过对以供水等5产业组织为例的我国自然垄断产业组织市场结构的实证研究，得出了我国自然垄断产业组织的市场结构具有垄断、区域垄断、寡头垄断和竞争等多种类型，并且其主要特征是行政垄断、自然垄断业务和非自然垄断业务划分存在问题和市场封闭等。第4章从市场结构影响市场行为的角度研究了我国自然垄断产业组织的非价格行为，得出了我国自然垄断产业组织的非价格行为有待改进和规范；从我国转轨经济的背景出发，得出了我国自然垄断产业组织非价格行为存在低度、过度、不充分和不当竞争等主要行为态势。第5章研究了我国自然垄断产业组织的价格行为，得出了企业价格行为有待规范，而价格规制改革是规范企业价格行为的关键。第6章通过对我国自然垄断产业组织市场绩效的分析，得出了我国多数自然垄断产业组织的市场绩效依然处于比较低的水平。第7章研究了我国自然垄断产业组织优化的主要对策。在渐进改革原则的指导下，优化市场结构的关键及其改革主要有三方面：一是打破行政垄断，政企分开。但基于自然垄断的负效应，我们同时也应注重规制的改革，主要包括规制机构、规制内容和规制方法的改革。二是，划分自然垄断性业务和非自然垄断性业务。另外，也对自然垄断与非自然垄断业务组织的协作、它们各自的产权重组进行了研究。三是可以通过组建区域经济集团、开展区域间竞争和互联互通打破市场封闭。结构的优化为非价格行为的优化提供了前提。在规范价格行为方面，通过明确价格规制机构对自然垄断业务的定价权、规制机构采用规范化的定价标准和价费合一的方法，合理确定接入管网和互联互通的价格，规范自然垄断业务的价格行为；通过从过渡模式向市场化模式演进的渐进改革方法和差价计价法，规范非自然垄断业务的价格行为。最后概要研究了我国自然垄断产业组织优化的配套改革。
