【摘要】：本论文研究西方理论福利经济学。西方理论福利经济学自20世纪70年代以来进入了一个相对较快的发展时期,它所面临的核心问题是如何处理个人效用之间所出现的冲突。本论文共分四篇十二章。第一篇为引论,包括第一章和第二章。第一章说明西方理论福利经济学的发展脉络。19世纪70年代以前的西方经济学有伦理学的传统。19世纪70年代到20世纪初,所谓的边际主义革命使西方经济学基本上丢掉了伦理学传统而开始了工程学传统。20世纪20年代福利经济学产生。20世纪30、40年代是新福利经济学的盛行时期。20世纪50、60年代西方理论福利经济学处于徘徊困惑时期。到了20世纪70年代,西方理论福利经济学进入了一个相对较快的发展阶段,并且产生了越来越大的影响。第二章概述中国对西方理论福利经济学的研究状况。这一研究始于20世纪60年代,在20世纪80年代有了进一步的发展。自1998年年底以来,由于西方福利经济学家阿玛蒂亚·森获得诺贝尔经济学奖,西方福利经济学在中国开始受到更多的关注。但是我国现有研究存在许多不足之处:没有把握整个西方理论福利经济学的发展脉络,对理论的介绍缺乏全面的、历史的观点:没有全面地反映西方理论福利经济学的主要成果:缺乏对马克思主义相关理论的认识和研究;缺乏对西方理论福利经济学与马克思主义相关理论的比较;缺乏对我国经济改革中有关福利经济学方面的认识问题的思考。第二篇为西方理论福利经济学研究,重点研究西方理论福利经济学中的代表性理论,包括第三章到第九章。第三章研究西方理论福利经济学的基本问题。西方福利经济学是西方经济学的重要分支,它的主要特点是:一具有明显的规范性,二以得出社会排序为主要内容。西方理论福利经济学是西方福利经济学中的纯理论部分,是应用福利经济学的基础。西方理论福利经济学的基本概念包括福利、效用、偏好、基本价值判断和非基本价值判断以及事实判断等等。第四章研究西方福利标准理论。西方学者指出,帕累托标准有很多不足,其中主要是:作为一种效率标准有可能会与自由主义等非效率标准发生冲突;如果一项政策使一部分人的福利增加而同时使另一部分人的福利减少,那么帕累托标准就无法适用。于是,其他的福利标准提了出来。作为补偿检验的卡尔多标准和希克斯标准具有内在不一致性,西托夫斯基标准因而采用了双重检验,但是不一致性仍然存在。萨缪尔森标准提出了避免不一致性的条件。李特尔标准形式上考虑了再分配问题。黄有光的分组补偿检验在把原有的补偿标准和分配问题相结合方面做出了重要的尝试。但是,帕累托标准
[Abstract]:The western theory welfare economics has entered a relatively fast development period since the 1970s , and the core problem is how to deal with the conflict between individual utility .

This thesis is divided into four chapters .

The first is quotes , including Chapters I and II .

The first chapter illustrates the development of western theories and welfare economics . The western economics in the 1970s and early 20th century had the tradition of ethics . In the 1970s and early 20th century , the so - called marginal revolution caused the western economics to basically lose the traditional tradition of ethics . In the 1950s and 1940s , the western theory welfare economics was in the wandering confusion period . By the 1970s , the western theory welfare economics entered a relatively fast development stage , and had produced more and more influence .

The second chapter provides an overview of China ' s research on western theoretical welfare economics . Since the end of 1998 , since the end of 1998 , the western welfare economist Amartya Sen received the Nobel Prize for economics , and western welfare economics began to receive more attention in China . However , there are many deficiencies in our existing research : lack of understanding and research on Marxist theory of welfare ; lack of comparison of western theoretical welfare economics with Marxism - related theories ; lack of thinking about the problem of welfare economics in China ' s economic reform .

The second is the study of western theoretical welfare economics , focusing on the representative theory of western theoretical welfare economics , including chapter three to chapter 9 .

The third chapter studies the basic problems of western theory welfare economics . Western welfare economics is an important branch of western economics . The western theory welfare economics is the pure theoretical part of western welfare economics . It is the basis of applying welfare economics . The basic concept of western theoretical welfare economics includes welfare , utility , preference , basic value judgment and non - basic value judgment and fact judgement .

The fourth chapter deals with the western welfare standard theory . Western scholars point out that there are many deficiencies in the Pareto criterion , mainly as follows : as a standard of efficiency , there is a potential for conflict with non - efficiency standards such as liberalism ; if a policy makes the welfare of some people decrease while the welfare of another part is reduced , the Pareto criterion can not be applied .
