公共政策方案研制程式的研究

【摘要】： 一、研究目的和意义政策的重要性无可置疑,科学制定政策需要有效的政策方法论，需要政策研究和政策制定之间优势互补和良性互动。但是，政策学在我国总体上仍处于“引进”阶段，符合国情的政策方法论研究目前尚处于空白。这一空白直接导致了政策制定理论要求和现实操作之间差距、政策研究理论要求和实际研究之间差距，又间接引起了政策研究者和决策者隔阂、科研和政策之间差距、政策学与其他学科隔阂这五个政策效率瓶颈。政策方案的研制作为政策制定的一个关键环节，其相关的程序、方法无疑是重要的。然而与政策学理论的研究状况相同，国内对于政策方案研制理论的研究也基本尚处于空白，缺乏自己的见解。本研究在弥补国内现有著作中政策方案研制的不足基础上，，旨在为国内研究者和决策者提供一套研究和决策互为支撑的政策方案研制程式，包括框架思路、步骤、各步骤的定义、目的、基本思路和原则、常用方法推荐，以及各步骤中需注意的主要问题、研究者和决策者各自优势与职责。研究得到了国家杰出青年基金（79925002）的资助。二、材料与方法 (一) 理论探索部分本学科（政策科学）之所以存在着制约政策价值的瓶颈和相应的五大隔阂，可追源于“逻辑性、科学性、可操作性和合理性”方面表现出种种的不足。根据对逻辑、科学、可操作、合理几个方面的具体分析，课题组建立了“逻辑性、科学性、可操作性和合理性”评价指标体系作为本研究的基本工具，该指标体系共包括42个具体指标。该指标体系在本研究中首先被用于评价现有政策过程理论关于政策方案研制环节的不足、缺陷和空白，在本研究形成阶段性成果政策方案研制程式之后，又将作为完善和弥补缺陷的标准。在分析政策方案研制环节的不足、缺陷和空白的过程中本研究使用规范差距分析法作为指导性方法。通过比较国内政策学著作的“逻辑性、科学性、可操作性和合理性”现状与“理想”状况，以判断其间的差距，确定存在的不足、缺陷或空白。在缺陷明确的基础上，针对差距分别予以完善或弥补，并构建政策方案研制程式的基本理论。重复运用评价指标体系中的各指标作为工具，对政策方案研制程式的整体和各个步骤充实完善。对完善后所形成的政策方案研制理论，采用专家咨询法加以论证。理论探索部分的资料系采用普查方法收集截止2001年年底国内所有政策学
