循环经济对现代经济学环境政策和产权理论的影响

【摘要】： 20世纪人类社会取得巨大的物质财富的同时付出了沉重的环境代价。20世纪90年代之后,发展知识经济和循环经济成为国际社会的两大趋势。面对经济发展中面对经济发展中如影随形的高消耗、高污染和资源环境约束问题,中国开始寻求经济增长模式的全面转变,走节约型发展道路。循环经济是一种以资源的高效利用和循环利用为核心,以"减量化、再利用、资源化"为原则,以低消耗、低排放、高效率为基本特征,符合可持续发展理念的经济增长模式,是对"大量生产、大量消费、大量废弃"的传统增长模式的根本变革。但是循环经济在现实推行过程中存在很大的阻力。实际上是个激励相容问题,即个体理性与社会理性存在冲突,协调冲突就要让个体激励与社会目标相容。只有二者趋向一致,才会出现合作的纳什均衡。本文从循环经济的现状出发,研究探讨如何在产权安排和环境政策中让利益相关者获得一定的权利,并建立利益相关链,达到推动循环经济的目的。
[Abstract]:After the 1990s, the development of knowledge economy and circular economy has become the two major trends of the international community. In the face of the problems of high consumption, high pollution and resource and environmental constraints in economic development, China began to seek the overall transformation of economic growth model and take the path of economized development. Circular economy is a kind of economic growth mode, which is based on the efficient utilization and recycling of resources, on the principle of "reducing, reusing and reusing", and on the basic characteristics of low consumption, low emission and high efficiency, and accords with the concept of sustainable development. It is a fundamental change in the traditional growth model of mass production, mass consumption and mass abandonment. However, there is great resistance in the process of carrying out circular economy in reality. In fact, it is an incentive compatibility problem, that is, the conflict between individual rationality and social rationality, the coordination conflict should make individual motivation compatible with social goal. Only if the two tend to be the same, there will be a cooperative Nash equilibrium. Starting from the current situation of circular economy, this paper discusses how to make stakeholders obtain certain rights in property rights arrangement and environmental policy, and establish the chain of interest correlation, so as to achieve the purpose of promoting circular economy.
