【摘要】:工业化文明推动人类社会进步的同时又不可避免的带来了负面的冲击,环境污染就是工业化文明给予人类的沉痛代价。当前,环境问题已经成为世界各国关注的焦点,而其后所隐含的经济、政治问题也成为世界各国角逐的领域。一方面,世界各国纷纷就环境问题采取相应的举措,诸如发展新能源、调整产业结构、调整贸易结构、节能减排、建立健全法律法规;另一方面,考虑到节能减排等政策举措可能给本国经济带来的冲击,世界各国在就环境问题进行合作的同时又相互制衡。事实上,这些争论与制衡的背后蕴藏着巨大经济利益的驱动。然而,不可否认的是发展利用新能源和清洁能源、调整国家产业结构、节能减排有益于全球环境的改善;同时,清洁能源也将成为未来世界经济增长的一个新亮点。正如美国总统奥巴马所言,21世纪谁领军清洁能源的发展,谁就将领军世界经济的发展。2009年哥本哈根会议的召开,再一次将全球环境问题推到了巅峰。虽然这场关于全球环境问题的会议没有达成实质性的结果,但是从其中可以看到世界各国对利益的激烈角逐。现实中环境方面的诸多问题之争更多的反映在各国经济利益上的争夺,例如,发达国家与发展中国家在节能减排上的责任的制衡,发达国家对发展中国家在节能减排的过程中的能否给予技术支持。 在上述的全球环境背景下,国际贸易成为世界各国经济利益角逐的一个主要领域。国际贸易是国家间往来的重要通道,同时国家间进出口贸易中还蕴含着碳排放转嫁的内在机制。例如,贸易出口国将本国生产的产品出口到海外的同时,但却承担了大量温室气体的排放,这一点在我国体现尤为明显。改革开放以来出口贸易是拉动我国经济增长的非常重要的力量,那么,巨大贸易出口额是否意味着我国也是“碳排放大户”呢?所以,研究我国出口贸易与碳排放之间的内在关系以及分析我国出口贸易对碳排放的影响效应对于我国经济发展、产业结构调整、贸易结构调整等方面具有重要的理论和实践意义。另外,考虑到能够清晰的阐述我国出口贸易与碳排放之间的真实关系,我们在这里采用隐含碳排放作为测度对象。本文具体的分析框架如下:首先,绪论部分。在这一部分主要阐述本文写作的背景和意义,同时阐述了文章的研究方法和创新点,最后阐述了国内外相关研究的研究现状。其次,隐含碳排放测算及效应分析的相关理论。在本章中简述了投入产出理论以及LMDI指数理论,这两种理论将为文章后面的写作奠定理论基础。第三,我国出口贸易隐含碳排放的实证分析。我们通过投入产出表方法测算了我国各个部门的出口贸易中隐含碳排放量,并着重分析了碳排放量较高的重点部门。第四,中国出口贸易隐含碳排放增长的效应分析。就导致我国各部门出口贸易隐含碳排放的影响因素进行了更加细致的分解,以阐述各种效应对我国出口贸易隐含碳排放的影响程度。第五,结论及政策建议。给出未来我国出口贸易隐含碳排放的控制的政策建议,以期能够为我国出口贸易的发展提供一定的借鉴。
[Abstract]:At the same time, the industrialization civilization promotes the progress of human society and inevitably brings negative impact. Environmental pollution is the painful price of the industrialized civilization. At present, the environmental problem has become the focus of attention all over the world, and the subsequent economic and political problems have also become the field of the world. On the one hand, All the countries of the world have taken corresponding measures on environmental problems, such as developing new energy, adjusting industrial structure, adjusting trade structure, saving energy and reducing emission, establishing and perfecting laws and regulations. On the other hand, the policy measures such as energy saving and emission reduction may bring about the impact on the economy of the country. All the countries in the world cooperate with each other on environmental issues at the same time. In fact, these arguments and checks and balances are behind the huge economic benefits. However, it is undeniable that the development and utilization of new energy and clean energy, the adjustment of national industrial structure, energy saving and emission reduction are beneficial to the improvement of the global environment. At the same time, clean energy will also become a new bright spot in the future of world economic growth. The president of the country, Obama, said, who led the development of clean energy in twenty-first Century, who held the Copenhagen Conference on the development of the general world economy in.2009, once again the top of the global environmental problem. Although the conference on global environmental issues did not achieve substantial results, it could be seen from all the countries of the world. The contention of many problems in the environment is more reflected in the contention of the economic interests of various countries, for example, the balance between the responsibility of the developed and developing countries on energy saving and emission reduction, and whether the developed countries can give technical support to the developing countries in the process of energy saving and emission reduction.
In the context of the global environment, international trade has become a major area for the economic interests of all countries in the world. International trade is an important channel for intercountry exchanges. At the same time, the internal mechanism of the transfer of carbon emissions is also contained in the import and export trade between countries. For example, exporters of trade export their products abroad to the overseas. But it bears a great deal of greenhouse gas emissions, which is particularly evident in China. Since the reform and opening up, export trade is a very important force to stimulate the economic growth of our country. Then, does the huge trade export amount mean that China is a "big carbon emission"? The relationship and analysis of the effects of China's export trade on carbon emissions have important theoretical and practical significance on China's economic development, industrial structure adjustment, and trade structure adjustment. In addition, considering the true relationship between China's export trade and carbon emissions, we use implicit carbon emissions here. As a measure object, the concrete analysis frame of this paper is as follows: first, the introduction part. In this part, it mainly expounds the background and significance of this paper, at the same time expounds the research methods and innovation points of the article, and finally expounds the research status of relevant research at home and abroad. Secondly, the related theories of the calculation and effect analysis of the implied carbon emission. In this chapter, input-output theory and LMDI index theory are briefly described. These two theories will lay a theoretical foundation for the writing behind the article. Third, the empirical analysis of the implied carbon emissions in China's export trade is analyzed. We have calculated the carbon emissions in the export trade of various sectors of our country through the input-output table method, and emphatically analyzed the carbon emissions. Fourth, analysis of the effect of carbon emissions growth implied in China's export trade. The factors that lead to the implied carbon emissions from export trade in China are more carefully decomposed to explain the effect of various effects on implied carbon emissions in China's export trade. Fifth, conclusions and policy recommendations. The policy recommendations of China's export trade control of carbon emissions are expected to provide some reference for the development of China's export trade.
