农地公有:“藏粮于地”、“藏粮于技”的制度保障——重读马克思土地所有制思想

【摘要】：粮食生产是安天下、稳民心的战略产业,保障我国粮食安全的根本战略只能是"藏粮于地"、"藏粮于技"。马克思指出,资本主义土地私有制的形成和发展过程恰是产粮之地越来越少、藏粮之地越来无的过程;土地私有化并不能保障耕者有其田,生产效率与生产社会化发展密切相关,必然要求不断否定生产资料私有制,通过私有化保障耕者有其田违背了土地所有制的正义要求;资本主义土地私有制从根本上阻碍了粮食生产技术的发展和运用,恢复小农土地私有制更不利于农业技术的发展和运用。马克思如是说启示我们,农地公有才是"藏粮于地"、"藏粮于技"的根本制度保障。
[Abstract]:Grain production is a strategic industry which is stable and stable in the world. The basic strategy for ensuring food security in China can only be "storing grain in local areas" and "storing grain in technology". Marx pointed out that the formation and development of private ownership of capitalist land is precisely the process of producing less and less land for grain production, and the land where grain is stored is becoming more and more devoid; land privatization cannot guarantee the farmland of the tillers. The production efficiency is closely related to the socialized development of production, it is necessary to constantly deny the private ownership of the means of production, and to ensure that the tiller has his field through privatization violates the just request of the ownership of the land. Private ownership of capitalist land has fundamentally hindered the development and application of grain production technology, and the restoration of private ownership of land for small farmers is even more detrimental to the development and application of agricultural technology. Marx said that the public ownership of agricultural land is the fundamental system guarantee of "storing grain in land" and "storing grain in technology".
