邓小平民生思想与新农村建设

【摘要】：新农村建设以来,农村取得了巨大成就,但民生问题亟待改善。民生问题关系着老百姓的生活质量。马克思主义经典作家关于发展民生的思想为邓小平的民生思想奠定了重要基础。“生产发展、生活宽裕、乡风文明、村容整洁,管理民主”是新农村建设的五大目标。具体而言:新农村建设的总体要求是:推进现代农业建设,巩固农业发展成果;促进农民持续增收,提高农民生活水平;加强基础设施建设,保护农村生态环境;发展农村社会事业,培养新型农民;加强民主政治建设,完善农民政治参与机制。另外,推进新农村建设可以巩固农业基础地位,确保农民合法权益,培育农民生态意识,提高农民综合素质,继而实现社会主义和谐社会。 发展民生事业是新农村建设的根本任务和最终目标。邓小平的民生思想极其丰富,主要包括:稳定粮食生产,保证人民生存;倾听人民需求,积极安排民生;关心群众生活,解决民生问题;发展多种经营,提高民生水平;改善居住条件,提高民生质量;发展乡镇企业,增加农民收入。邓小平民生思想的基本特征是:发展社会生产力是民生建设的根本任务;“两个文明”是改善民生的基本形式;“三个有利于”是民生建设的总体标准;共同富裕是发展民生的根本目标。 邓小平的民生思想对新农村建设有一定的理论意义和现实意义。稳定粮食生产是生产发展的重中之重;增加农民收入是生活宽裕的物质基础;精神文明建设是乡风文明的道德保证;倾听群众呼声是管理民主的关键环节。因此,我们要从稳定粮食生产与生产发展、增加农民收入与生活宽裕、精神文明建设与乡风文明、倾听群众呼声与管理民主等角度出发,以邓小平民生思想为指导推动社会主义新农村建设。
[Abstract]:Since the new rural construction, the countryside has made great achievements, but livelihood problems need to be improved. People's livelihood issues are related to the quality of life of the common people. Marxist classic writer's thought about developing people's livelihood lays an important foundation for Deng Xiaoping's thought of people's livelihood. The five goals of new rural construction are production development, rich life, civilized countryside style, clean and tidy village and democratic management. Specifically, the overall requirements of the new rural construction are: to promote the construction of modern agriculture, to consolidate the achievements of agricultural development, to promote farmers' sustained income increase, to improve their living standards, to strengthen the construction of infrastructure, and to protect the rural ecological environment; To develop rural social undertakings, cultivate new farmers, strengthen the construction of democratic politics, and perfect the mechanism of farmers' political participation. In addition, promoting the construction of new countryside can consolidate the basic status of agriculture, ensure the legitimate rights and interests of farmers, cultivate the ecological consciousness of farmers, improve the comprehensive quality of farmers, and then realize the socialist harmonious society. The development of people's livelihood is the fundamental task and ultimate goal of the new rural construction. Deng Xiaoping's thoughts on people's livelihood are extremely rich, including: stabilizing grain production and ensuring people's survival; listening to people's needs and actively arranging people's livelihood; caring about the life of the masses, solving livelihood problems, developing diversified economy, improving the standard of people's livelihood; Improve living conditions and improve the quality of people's livelihood; develop township enterprises and increase farmers' income. The basic characteristics of Deng Xiaoping's thought on people's livelihood are as follows: developing social productive forces is the basic task of people's livelihood construction, "two civilizations" is the basic form of improving people's livelihood, "three benefits" is the general standard of people's livelihood construction; Common prosperity is the basic goal of developing people's livelihood. Deng Xiaoping's thought of people's livelihood has certain theoretical and practical significance to the construction of new countryside. Stabilizing grain production is the most important part of production and development; increasing peasants' income is the material basis for living well; building spiritual civilization is the moral guarantee of local culture; listening to the voice of the masses is the key link in managing democracy. Therefore, we should start from the angles of stabilizing grain production and development, increasing peasants' income and livelihood, building spiritual civilization and local civilization, listening to the voice of the masses and managing democracy. With the Deng Xiaoping people's livelihood thought as the guide to promote the socialist new rural construction.
