地表水体COD排污权交易体系研究

【摘要】: 排污权交易作为一种市场化的环境污染控制经济手段,近年来倍受各国关注。它改变了传统的污染由环境管理部门强制各企业治理的模式,为环保的产业化、集约化带来了发展曙光。本文以化学需氧量(COD,本文未特别说明均为CODCr)这一有机污染物指标为研究对象,将COD作为一种特殊“商品”交易指标进行研究,构建一个COD水排污权交易的技术支持平台。由于对水污染物排污权交易市场的研究尚处于探索阶段,因此本文对此所作的研究只能算作一次理论性的尝试。 本文在对COD这一特殊的“商品”指标进行研究中,分析了COD作为排污交易指标的合理性,并按其性质、特征上的差异对排污企业进行了分类研究,建立起水排污权交易五大优先考虑原则,按照分类的标准选取了100家排污企业为研究对象,分析其COD的特征、可生化性和降解成本,研究其降解成本与可生化性的关系,计算出各类排污企业的COD平均降解成本,建立了一个跨行业交易的匹配表;在构建“商品”配额交易技术支持平台中,应用国外先进的水质交易评估方法、监测断面等贡献值法,构建一个关于水体监测断面的交易模型,在不超过水体的污染负荷的前提下,达到交易成本的最小化。最后以上述研究理论为基础,对天津永定新河某段12家污染源的COD排污权交易进行总体设计,在各企业已购买COD排污权的前提下,进行了COD排污权交易,并提出有借鉴意义的政策或建议,为我国大范围内开展水污染物排污权交易的设计提供参考。
[Abstract]:As a market-oriented economic means of environmental pollution control, emission trading has attracted much attention in recent years. It has changed the traditional mode of pollution which is enforced by the environmental management department and brought the development dawn for the industrialization and intensification of environmental protection. In this paper, chemical oxygen demand (COD,), which is not specified in this paper, is an organic pollutant index. COD is regarded as a special "commodity" trading index to construct a technical support platform for COD water emission trading. Since the research on the trading market of pollutant emission rights is still in the exploratory stage, the research in this paper can only be regarded as a theoretical attempt. In the study of COD, a special "commodity" index, this paper analyzes the rationality of COD as a emission trading index, and classifies the emission enterprises according to their properties and characteristics. Five priority principles were established for the trading of water emission rights. According to the classification criteria, 100 enterprises were selected as the research objects. The characteristics of COD, biodegradability and degradation cost were analyzed, and the relationship between degradation cost and biodegradability was studied. The average COD degradation cost of various pollutant emission enterprises is calculated, a matching table of cross-trade is established, and the advanced water quality trading evaluation method is applied in the construction of "commodity" quota trading technology support platform. Based on the method of equal contribution value of monitoring section, a transaction model of monitoring section of water body is constructed, and the transaction cost is minimized under the premise of not exceeding the pollution load of water body. Finally, on the basis of the above research theory, the COD emission rights trading of 12 pollution sources in Yongding Xinhe section of Tianjin is designed as a whole. Under the premise that each enterprise has purchased the COD emission rights, the COD emission rights trading is carried out. It also provides reference for the design of emission trading of water pollutants on a large scale in our country.
