资源产业演进的自组织理论解释

【摘要】： 资源产业是处于社会与自然界毗邻的产业,被称为“零次产业”或“前一次产业”,其为社会、经济和生态的正常运转和发展准备物质基础,对经济和社会的可持续发展意义重大。但我国目前资源产业的发展存在许多深层次的问题,资源产业经营秩序混乱,粗放开发,低效利用,资源环境的承载能力削弱,影响经济社会可持续发展。本文运用自组织的方法论研究我国资源产业的演进,把资源产业的发展过程视为复杂系统的自组织过程,提出资源产业系统自组织演进的内部条件、外部环境及动力机制,并提出培育资源产业自组织能力、创造自组织环境的政策建议。
[Abstract]:Resource industry is an industry adjacent to society and nature, which is called "zero industry" or "previous industry". It prepares the material basis for the normal operation and development of society, economy and ecology. It is of great significance to the sustainable development of economy and society. However, there are many deep-seated problems in the development of our country's resource industry at present, such as chaos of management order, extensive development, inefficient utilization, weakening of carrying capacity of resources and environment, which affect the sustainable development of economy and society. This paper studies the evolution of resource industry in China by using self-organization methodology, regards the development process of resource industry as the self-organizing process of complex system, and puts forward the internal conditions, external environment and dynamic mechanism of self-organization evolution of resource industry system. It also puts forward some policy suggestions on cultivating self-organization ability of resource industry and creating self-organizing environment.
