区域创新系统创新能力的评价研究

【摘要】：世界技术革命和经济全球化的迅速发展,科技发展水平和技术创新能力已成为决定一个国家和地区综合国力和竞争力的主要和核心因素。技术创新理论,起源于十八世纪,经过一个多世纪的发展,已经成功的证明了“科技是第一生产力的”的科学论断。小到一个企业,大至一个城市、区域,甚至于一个国家,其科技创新的程度和创新能力的高低已经成为衡量其发展水平和发展潜力的重要指标。因此,各个国家和地区的政府,在制定其经济发展战略时,都不约而同的把技术创新作为该国家和地区促进经济发展的核心和主导形式,作为该国家和地区经济发展的动力。 21世纪以来,全球经济的发展初步凸显三大趋势:产业结构调整的步伐不断加快;经济全球化的趋势不断加强;以信息技术为代表的新技术革命飞速发展。全球经济发展的趋势体现出国际竞争日趋激烈。一个国家或地区综合国力的强弱或者国际竞争力的水平,越来越多的取决于该国或地区的技术创新能力和科学技术水平,取决于该国家或地区是否拥有一个富有成效的技术创新体系。因此,世界各国政府越来越重视技术创新体系的建设,越来越多的国家都陆续制定了国家创新体系战略;与此同时,很多城市也开始注重区域创新系统的建设。本论文即是针对威海市区域创新系统进行评价和实证研究。本文主要采用了定量分析与定性分析相结合、理论研究与实证分析相结合以及图表分析等方法。论文共分为五个部分。第一部分:绪论。介绍论文的研究背景与意义,评价国内外的研究成果,介绍了论文研究的主要内容和研究方法。第二部分:区域创新系统创新能力的基本理论研究。对区域创新系统的基础理论进行了梳理。第三部分:威海市区域创新体体系实证研究。包含对威海市区域创新系统的发展历程和构成结构的分析,评价模型的构建,数据的选取与处理,计算过程和结果分析等4个部分。第四部分:提高威海市区域创新系统创新能力的建议。通过第三部分的实证研究,为威海市区域创新系统创新能力的提高提供适当的对策和建议。第五部分为结论部分,在概述研究框架的基础上,对本文研究的主要结论进行了总结,提炼出了创新点,并分析了下一步的研究方向。
[Abstract]:With the rapid development of the world technological revolution and economic globalization, the level of scientific and technological development and the ability of technological innovation have become the main and core factors that determine the comprehensive national strength and competitiveness of a country or region. The theory of technological innovation, originated in the 18th century, has successfully proved that "science and technology is the first productive force" after more than a century of development. As small as an enterprise, as large as a city, a region, or even a country, the degree of scientific and technological innovation and the level of innovation ability have become an important indicator of its development level and development potential. Therefore, the governments of all countries and regions, when formulating their economic development strategies, unanimously regard technological innovation as the core and leading form of promoting economic development in that country and region. Since the 21st century, the development of the global economy has initially highlighted three major trends: accelerating the pace of industrial structure adjustment, strengthening the trend of economic globalization; The new technological revolution represented by information technology is developing rapidly. The trend of global economic development reflects the increasingly fierce international competition. The overall national strength of a country or region or the level of international competitiveness depend more and more on the technological innovation capability and the scientific and technological level of the country or region. Depends on whether the country or region has a productive technological innovation system. Therefore, governments all over the world pay more and more attention to the construction of technological innovation system, and more countries have formulated national innovation system strategies. At the same time, many cities have begun to pay attention to the construction of regional innovation system. This paper is aimed at Weihai City regional innovation system evaluation and empirical research. This paper mainly adopts the methods of quantitative analysis and qualitative analysis, theoretical research and empirical analysis and chart analysis. The thesis is divided into five parts. Part one: introduction. This paper introduces the research background and significance, evaluates the research results at home and abroad, and introduces the main contents and methods of the research. The second part: the basic theory research of innovation ability of regional innovation system. The basic theory of regional innovation system is combed. The third part: the empirical study of regional innovation system in Weihai City. It includes four parts: the analysis of the development course and structure of Weihai regional innovation system, the construction of evaluation model, the selection and processing of data, the calculation process and the analysis of results. Part four: suggestions on how to improve innovation ability of regional innovation system in Weihai City. Through the empirical research in the third part, it provides appropriate countermeasures and suggestions for the improvement of innovation ability of regional innovation system in Weihai City. The fifth part is the conclusion part, on the basis of summarizing the research frame, the main conclusions of this paper are summarized, the innovation points are abstracted, and the next research direction is analyzed.
