青岛市地方政府债务风险管理研究

【摘要】：当前,地方各级政府为推进经济社会发展,借力政府举债来加强地方建设已成为一种普遍现象。特别是在城市化快速发展时期,地方政府的融资需求和举债规模将不可避免的进一步扩大。政府举债在有效推进城市基础设施建设、民生工程和公益事业发展的同时,也会给地方财政、金融管理及安全等产生不利影响,如何既能合理有效运用政府负债这一“财政杠杆”助力地方发展,又能管控好地方政府债务风险,这是政府、企业、社会各方面予以关注的重点。我国地方政府债务在历经两次全面审计后,基本摸清了三类债务家底和管理现状,为进一步开展政府债务研究提供了良好基础。结合青岛市举债及风险管理情况和实践探索,研究地方政府债务风险管理问题与对策,对加强地方政府举债管理具有借鉴意义。本论文以政府债务基本理论和相关风险理论为指导,以青岛市地方政府总体债务管理情况为基本,以政府负有担保和救助责任的或有债务管理为侧重,进而还对地方政府融资的新方式进行关注,通过分析情况,揭示问题和成因,提出对策建议。首先,对地方政府债务风险管理的相关概念、风险特征及影响、债务风险管理一般理论和专业性理论进行阐述；其次,对青岛市地方政府债务及风险管理情况进行全面分析,对比厦门、宁波两市进行债务状况分析,分析债务风险表现和成因,阐述债务风险管理现状,分析债务风险管理存在的问题和成因；最后,有针对性地从完善政府债务风险管理体系,改进债务风险分析评估,强化总体债务动态监控,多措并举施策监管,积极探索市场化融资举措等五个方面提出加强青岛地方政府债务风险管理的对策建议。以此形成青岛市地方政府债务风险管理研究报告。
[Abstract]:At present, in order to promote economic and social development, it has become a common phenomenon for local governments at all levels to borrow government loans to strengthen local construction, especially in the period of rapid urbanization. The financing needs and the scale of borrowing of local governments will inevitably be further expanded. While effectively promoting urban infrastructure construction, people's livelihood projects and public welfare, the government will also give local finance. Financial management and security have adverse effects. How to use government debt as a "financial lever" to help local development, and how to manage the local government debt risk, this is the government, enterprises, After two comprehensive audits, the local government debt in China has basically identified three types of debts and the current situation of their management. It provides a good basis for further research on government debt. Combining with the situation and practice of debt raising and risk management in Qingdao, this paper studies the problems and countermeasures of local government debt risk management. This paper is based on the basic theory of government debt and related risk theory, and the overall debt management of local government in Qingdao. Focusing on the contingent debt management of the government with the responsibility of guarantee and rescue, and then paying attention to the new ways of financing the local government, by analyzing the situation, revealing the problems and causes, and putting forward the countermeasures and suggestions. The related concepts of local government debt risk management, risk characteristics and impact, the general theory of debt risk management and professional theory are expounded. Secondly, the debt and risk management of local government in Qingdao are comprehensively analyzed. Comparing Xiamen and Ningbo to analyze the debt situation, analyze the performance and cause of debt risk, expound the present situation of debt risk management, analyze the problems and causes of debt risk management. Aiming at perfecting the government debt risk management system, improving the debt risk analysis and evaluation, strengthening the overall debt dynamic monitoring, and taking measures to supervise and control the debt risk, In order to form the research report of Qingdao local government debt risk management, this paper puts forward countermeasures and suggestions on strengthening Qingdao local government debt risk management from five aspects, such as market-oriented financing measures.
