产业转移中企业和政府的行为决策研究

【摘要】： 产业转移是市场经济条件下普遍存在的一种经济现象。产业转移从宏观层面看是我国产业结构调整和区域经济整合的客观要求和必然趋势,从微观层面看是市场经济条件下的企业迁移行为。企业和政府是产业转移中的决策主体,在产业转移过程中具有重要作用。产业转移主体企业和政府在产业转移过程中会围绕利益展开一系列的博弈。本文在对产业转移的相关概念及理论整理的基础上,重点分析了产业转移过程中参与主体企业和政府的决策行为,并着重运用博弈论分析了参与主体之间的关系。另外,对江苏省产业转移特别是苏州、宿迁南北挂钩合作下的纺织产业转移进行了实证分析,同时提出促进产业转移进程的相关对策建议。文章在写作中涉及产业经济学、发展经济学等学科的知识,主要结合博弈论理论,采用实证分析等为主要的论证方法。全文的研究得出了产业转入区政府是否提供优惠政策主要取决于承接企业(产业)的合理性;讨价还价期限、参与者的出价顺序、耐心程度是影响产业转入区政府优惠政策的投入量的主要因素等结论。其研究成果既有理论意义,也有现实指导意义,可以在一定程度上指导产业转移主体进行科学合理的行为决策,实现各方利益的共赢。
[Abstract]:Industrial transfer is a common economic phenomenon under the condition of market economy, and industrial transfer is the objective requirement and inevitable trend of industrial structure adjustment and regional economic integration in China from the macro level. From the microcosmic level, it is the enterprise migration behavior under the market economy condition, the enterprise and the government are the decision-making body in the industrial transfer, and play an important role in the process of the industrial transfer. The main body of industrial transfer enterprises and the government in the process of industrial transfer will be around the interests of a series of games. This article on the basis of industrial transfer related concepts and theoretical collation. This paper mainly analyzes the decision-making behavior of the participating enterprises and the government in the process of industrial transfer, and emphatically analyzes the relationship between the participants by using game theory. In addition, the industrial transfer in Jiangsu Province, especially in Suzhou, is analyzed. The paper makes an empirical analysis on the textile industry transfer under Suqian's North-South linkage cooperation, and puts forward relevant countermeasures and suggestions to promote the process of industrial transfer. The article involves the knowledge of industrial economics, development economics and other disciplines, mainly combined with the game theory theory. Empirical analysis is used as the main demonstration method. The full text of the study shows that whether the preferential policy is provided by the regional government mainly depends on the rationality of the undertaking enterprise (industry); The conclusion that the bargaining period, the order of participants' bidding, the degree of patience are the main factors that affect the amount of investment in the preferential policy of the regional government, and so on. The research results have both theoretical significance and practical guiding significance. To a certain extent, it can guide the main body of industrial transfer to make scientific and reasonable behavior decisions and realize the win-win situation of the interests of all parties.
