碳关税本质及其对我国国际贸易的影响

【摘要】：碳关税已成为国际贸易与区域经济研究领域的持续性热点。究其原因,在于经济发达国家利用碳关税的征收,以达到建立新型贸易壁垒从而间接补贴国内生产型企业、进而平衡贸易逆差的目的。碳关税出台与实施,无疑将对包括我国在内的广大发展中国家的对外贸易与国内经济增长产生巨大负面影响,主要表现为:对出口经济的影响;对出口产业结构的影响;对就业、劳动力报酬和居民福利等方面影响。但是,如果我国能善于利用碳关税的逆向倒逼效应,政府层面通过出台相应碳税政策、建立排放交易体系和清洁发展计划、调整排放密集型产业结构等手段,再协同企业层面的对外投资与积极引进先进节能技术等方式,这也将是我国优化出口产业结构、增强本国企业国际竞争力的有利机遇。
[Abstract]:Carbon tariff has become a persistent hot spot in the field of international trade and regional economic research. The reason is that developed countries use carbon tariffs to establish new trade barriers and indirectly subsidize domestic production enterprises. The introduction and implementation of carbon tariffs will undoubtedly have a great negative impact on the foreign trade and domestic economic growth of developing countries, including China, mainly as follows: the impact on the export economy; The impact on the structure of export industries, on employment, on the remuneration of labor and on the welfare of residents. However, if our country is good at taking advantage of the adverse effect of carbon tariffs, the government will adopt a corresponding carbon tax policy at the government level. The establishment of an emissions trading system and a clean development plan, the adjustment of the structure of the emission intensive industries, and the coordination of foreign investment at the enterprise level and the active introduction of advanced energy-saving technologies will also be the means of optimizing the export industrial structure of our country. A favorable opportunity to enhance the international competitiveness of domestic enterprises.
