工业碳排放绩效水平、变动及其影响因素——基于中国省级面板数据的分析

【摘要】：本文通过构建碳排放绩效的静态指数和动态指数,对中国工业碳排放绩效水平及其变动进行了分析,在此基础上,实证分析了工业碳排放绩效变化的影响因素。研究发现,工业碳排放绩效水平地区差异较大,在研究期间持续改善,对改善起推动作用的主要是技术进步而非技术效率。在工业碳排放绩效变化的影响因素中,工业发展水平和规模结构具有显著正面影响;资本深化和能源强度有显著负面影响;环境规制的影响不显著。文章在进一步分析影响工业碳排放绩效变化深层次原因的基础上,提出了在经济新常态下运用市场和行政手段推进工业绿色转型的政策建议。
[Abstract]:By constructing static and dynamic indices of carbon emission performance, this paper analyzes the performance level and its changes of industrial carbon emissions in China. On the basis of this, the paper empirically analyzes the influencing factors of industrial carbon emissions performance changes. The performance level of industrial carbon emissions varies greatly in different regions, and the continuous improvement during the study period is mainly driven by technological progress rather than technological efficiency. Industrial development level and scale structure have significant positive effects; capital deepening and energy intensity have significant negative effects; the impact of environmental regulation is not significant. This paper puts forward some policy suggestions to promote the green transformation of industry by using market and administrative means under the new normal state of economy.
