中国环境库兹涅茨曲线的偏好与技术条件及实证检验

【摘要】：文章首先对1998—2009年我国经济增长与大气污染之间的关系进行了实证检验。结果发现:人均GDP与环境指标之间存在明显的EKC关系。进而构建包含社会福利函数和生产函数的基本模型,寻找EKC存在的技术及偏好条件。模型说明只有当边际消费倾向小于环境治理支出增加的污染减少效应与收入从消费转向环境治理的污染减少效应之比时,环境污染才随着人均收入水平的提高而减少,倒"U"型环境污染与收入关系曲线的转折点才出现。最后检验EKC的主要影响因素,并提出相应的政策建议。
[Abstract]:Firstly, the relationship between economic growth and air pollution in China from 1998 to 2009 is tested empirically. The results show that there is an obvious EKC relationship between GDP per capita and environmental indicators. Then the basic model including social welfare function and production function is constructed to find the technology and preference condition of EKC. The model shows that environmental pollution decreases with the increase of per capita income only when the marginal propensity of consumption is smaller than the ratio of the increase of environmental treatment expenditure and the ratio of pollution reduction effect of income from consumption to environmental treatment. The turning point of the curve of the relationship between the inverted "U" type environmental pollution and income appeared. Finally, the main influencing factors of EKC are tested, and corresponding policy suggestions are put forward.
