兵团道路运输业发展水平综合评价体系研究

【摘要】：道路运输不仅是交通运输系统的重要组成部分,而且也是国民经济发展的重要支柱。近年来新疆生产建设兵团道路运输业发展迅速,对兵团社会经济发展起到了推动作用。但长期以来由于兵团具有“党、政、军、企”合一的特点和肩负屯垦戍边的特殊历史使命所决定的特殊要求,对道路运输业发展水平的认识不够全面,对于道路运输业的基础资料和统计数据的收集与整理不够完整,缺乏对于道路运输业发展水平综合评价体系的研究。为了对兵团道路运输业发展水平做出客观、公正的评价,指导今后兵团道路运输业健康、持续、快速发展。因此,对于兵团道路运输业发展水平综合评价体系的研究具有现实意义。本文以新疆生产建设兵团道路运输业的发展水平为研究对象,在借鉴国内外关于道路运输业发展水平评价研究成果的基础上,结合兵团道路运输业的发展特点,对评价体系的构建、指标的筛选方法和指标的权重确定进行了研究。在深入分析兵团道路运输业发展的社会经济影响机理以及实地调研的基础上,最终建立了兵团道路运输业发展水平综合评价指标体系。同时,比较了各种综合评价方法的优缺点及适用范围,建立了适用于兵团道路运输业发展水平的物元综合评价模型。最后,本文利用所建立的兵团道路运输业发展水平物元综合评价模型对兵团道路运输业发展水平进行了评价,得到发展水平一般的结论。
[Abstract]:Road transportation is not only an important part of transportation system, but also an important pillar of national economic development.In recent years, the road transportation industry of Xinjiang production and Construction Corps has developed rapidly, which has promoted the social and economic development of the Corps.However, for a long time, due to the special requirements decided by the special historical mission of "the Party, the government, the military, and the enterprise" and the special historical mission of shouldering the task of opening up land and garrisoning the border, the development level of the road transportation industry has not been fully understood.The collection and arrangement of basic data and statistical data of road transportation is not complete, and the research on comprehensive evaluation system of road transportation development level is lacking.In order to make an objective and fair evaluation on the development level of road transportation industry in Bingtuan, guide the healthy, sustained and rapid development of road transportation industry in the future.Therefore, it is of practical significance to study the comprehensive evaluation system of the development level of road transportation industry in Bingtuan.This paper takes the development level of road transportation industry of Xinjiang production and Construction Corps as the research object, on the basis of drawing lessons from the domestic and foreign research results on the evaluation of the road transport industry development level, combined with the development characteristics of the road transportation industry of the Xinjiang production and Construction Corps.The construction of evaluation system, the method of index selection and the determination of index weight are studied.On the basis of deep analysis of the social and economic influence mechanism of the development of road transportation industry in Bingtuan and field investigation, the comprehensive evaluation index system of the development level of road transportation industry in Bingtuan is established.At the same time, the advantages and disadvantages of various comprehensive evaluation methods and their application scope are compared, and a matter-element comprehensive evaluation model suitable for the development level of road transportation industry in Bingtuan is established.Finally, the paper evaluates the development level of road transportation industry of Bingtuan by using the comprehensive evaluation model of the level of development of road transportation industry of Bingtuan, and obtains the general conclusion of the level of development of road transportation industry of Bingtuan.
