北京市地铁运营的社会效益提升策略研究

【摘要】:随着我国经济的快速发展、城市化进程的不断加快,传统的地面交通已经无法满足城市居民交通出行的需求。北京市作为我国的首都,人口密度大,公共交通需求也更加明显,近几年来,地铁已经成为大城市中最为重要的公共交通工具之一。由于地铁的准公共物品特性,其直接经济效益很少,基本靠政府补贴,但是其带来巨大的社会效益不容忽视。因此,研究北京市地铁的社会效益,并针对其存在的不足给出提升策略,具有十分重大的现实价值。首先,本文以北京市地铁为主要研究对象,通过参考国内外已有的研究成果、以及实地走访调查,界定了地铁社会效益的概念,并将北京市地铁的社会效益分为辐射带动效应、社会福利效应、城市发展效应三部分。随后,在对这三个效应维度深入剖析的基础上,本文构建出北京市地铁社会效益评价指标体系。通过层次分析法,计算出该指标体系中每个指标的权重及其综合权重,运用模糊综合评价法分别计算出北京市地铁辐射带动效应、社会福利效应及城市发展效应的三个评价值,以及北京市地铁的社会效益的综合评价值。从评价结果来看,北京市地铁社会效益的辐射带动效应量化评价分数最高,其次为城市发展效应,社会福利效应最差;同时北京市地铁社会效益的综合评价分数较低,具有很大的提升空间。最后,根据北京地铁的三个效应维度存在的提升空间,提出针对性建议措施:针对辐射带动效应提出推进线网建设、创新投融资模式等提升建议;针对社会福利效应提出加强运营管理、改善站内设计及周边配套设施建设等提升建议;针对城市发展效应提出加强节能减排、打造地铁文化等提升建议。本文聚焦北京市地铁社会效益,选题方向与视角新颖;通过提出新的指标选取依据,选取更为完善的指标,运用定量评价的方法对北京市地铁的社会效益进行评价,数据更加具有说服力。通过本文的研究,希望能够使北京市地铁在现有的基础上创造更大的社会效益,也能对我国其他城市地铁社会效益的提升具有一定的参考价值。
[Abstract]:With the rapid development of China's economy and the accelerating process of urbanization, the traditional ground traffic has been unable to meet the needs of urban residents. Beijing, as the capital of China, has a large population density and more obvious public transport demand. In recent years, the subway has become the most important public transportation tool in the big cities. First, because of the characteristics of quasi public goods of the subway, its direct economic benefit is few, it is basically dependent on the government subsidy, but its great social benefits can not be ignored. Therefore, it is of great practical value to study the social benefits of the subway in Beijing and to give a promotion strategy in view of its existing shortcomings. First, this paper takes the subway of Beijing as an example. The main research object, by referring to the existing research results at home and abroad, and on the field visit survey, defines the concept of the social benefits of the subway, and divides the social benefits of Beijing Metro into three parts: radiation driving effect, social welfare effect and urban development effect. Then, on the basis of the in-depth analysis of the three effects dimensions, this paper The social benefit evaluation index system of Beijing Metro is constructed. Through the analytic hierarchy process, the weight and the comprehensive weight of each index in the index system are calculated, and the three evaluation values of the radiation driving effect, the social welfare effect and the urban development effect in Beijing city are calculated by the fuzzy comprehensive evaluation method, as well as the Beijing subway. According to the results of the evaluation, the quantitative evaluation of the social benefit of Beijing subway has the highest quantitative evaluation score, the second is the urban development effect, and the social welfare effect is the worst. At the same time, the comprehensive evaluation score of the social benefits of the Beijing subway is low and has a great promotion space. Finally, according to the Beijing subway The three effect dimensions of the promotion space, put forward the targeted measures: Aiming at the radiation driving effect, put forward the promotion of line network construction, innovation investment and financing model and other suggestions; in view of social welfare effect, put forward to strengthen operation management, improve the design of the station and the construction of peripheral facilities and other suggestions, and put forward the effect of urban development. By putting forward the new index selection basis, selecting more perfect indicators and using the quantitative evaluation method to evaluate the social benefits of the subway in Beijing, the data are more convincing. Through this paper, It is hoped that the subway in Beijing can create more social benefits on the basis of the existing foundation, and can also have a certain reference value to the improvement of the social benefits of the subway in other cities of our country.
